Of Report Number 09-258
Agenda Section V-3
BRIGHPON Council Meeting Date November 9, 2009
the city that works for you
REQUEST FOR COUNCIL CONSIDERATION
ITEM DESCRIPTION: Freedom Park Skate Park Update and Recommendation to Keep the
Skate Park Open.
DEPARTMENT HEAD'S APPROVAL: Sandy Breuer,Director of Parks and Recreation
CITY MANAGER'S APPROVAL:
No comments to supplement this report-Comments attached
Recommendation:
The Parks, Recreational and Environmental Commission(PREC)recommend to Council that the
skate board park continue to remain open.
Legislative History:
The City received a petition in November 2008 requesting the removal of the skate board ramps
from Freedom Park. It stated: "The skateboard ramps at Freedom Park have made the park and
playground a site for vandalism, fighting, excessive littering and other illegal activity, resulting
in numerous police calls. It has become an unsafe place for children and a detriment to our
neighborhood. These New Brighton citizens request the skateboard ramps be removed from
Freedom Park."
In January 2009, the City received two more petitions. These petitions asked the City to not
remove the skate park at Freedom Park.
A public hearing was held at the PREC meeting on May 6, 2009.
Council reviewed the recommendation from PREC on May 26, 2009 and motioned to accept the
Parks and Recreation and Environmental Commission recommendation to keep the skate park
open with the provision that the council receives period updates via the Friday memo, and that a
staff update occurs at the first regular meeting in August; this occurred on August 11, and PREC
review the status of the skate board park at their November 4, 2009 meeting.
The youth have been present at skate parks meetings that have taken place and participated in a
park clean-up day and cookout held on June 26t. Council received updates in their Friday memo
on the following dates: June 5, July 2, July 24, and August 21. PREC received updates on the
skate board park at their June 3, August 5, September 9, October 14 and November 4 meetings.
On November 4 the PREC reviewed a power point presentation and heard from the youth,
parents and residents involved in this process. Following that discussion PREC unanimously
passed a motion to keep the skate park open. The motion read: MOTION BY HARRELD,
SECONDED BY NORTON, TO RECOMMEND TO COUNCIL THAT WE CONTINUE THE
SKATE PARK AT FREEDOM PARK AS IS. MOTION CARRIED. PREC also placed on their
2010 agenda a place holder for an update on the skate park at their June 2, 2010 meeting.
