INTRODUCTION <br /> This is an engineering feasibility report for proposed New Brighton Improvement Project 10-3, <br /> Silver Lane Rehabilitation. The City Council ordered the preparation of this report on August <br /> 25, 2009. This feasibility report will show the need for the project, estimated project costs and <br /> funding, and project schedule. The project consists of the reconstruction of Silver Lane between <br /> Silver Lake Road and 16th Avenue SW and the upgrading of the existing utilities in the road <br /> right-of-way. Also being considered as part of this project is the reconstruction of the south 100 <br /> feet of 16th Avenue SW. <br /> Silver Lane is a border street with the City of St. Anthony Village and also a Municipal State Aid <br /> (M.S.A.) street. The location of Silver Lane and 16th Street SW is shown on the Project Area <br /> Map on page 9 of this report. <br /> On June 9, 2009,the City of St. Anthony ordered the preparation of a Feasibility report for Silver <br /> Lane. On August 11, 2009, St. Anthony received a feasibility report and authorized WSB & <br /> Associates to prepare plans and specifications for the reconstruction of Silver Lane. St. Anthony <br /> is requesting New Brighton participate in the cost of reconstructing Silver Lane as it pertains to <br /> the New Brighton side. In order for the City of New Brighton to participate fmancially in this <br /> project, we must follow state statutes which require us to prepare a separate feasibility report and <br /> hold a public improvement hearing. If the Council authorizes this project, staff will notify WSB <br /> to proceed with the preparation of the plans and specifications New Brighton Improvement <br /> Project 10-3, Silver Lane Rehabilitation. The City of St. Anthony will be the lead agency in the <br /> preparation of plans and specifications,bidding, and construction. <br /> The total length of this project is 2,350 lineal feet or 0.45 miles. Both Silver Lane and 16th <br /> Avenue SW are designated as Municipal State Aid (M.S.A.) streets and will be constructed to <br /> M.S.A. standards. <br /> All construction activities of this proposed improvement project would be done under a publicly <br /> bid contract by a private contractor. The City of St. Anthony will administer the contract and <br /> provide design and construction engineering services. The City of New Brighton will provide <br /> construction observation for all New Brighton public utilities. <br /> An important step in the public improvement process and in the preparation of the feasibility <br /> study is to hold an informal informational meeting with the residents in the area. The meeting <br /> provides general information to residents regarding the street reconstruction process and enables <br /> staff to receive feedback from the residents. The informational meeting for proposed Project 10- <br /> 3 was held at 6:30 p.m. on Thursday, October 29, 2009, at City Hall. A copy of the meeting <br /> notice and sign-in sheets are included in Appendix A of this report. Eleven residents representing <br /> 10 properties attended the meeting. (Please see the Informational Meeting Attendance Map and <br /> sign in sheet in Appendix A.) Also, several phone inquiries were received as a result of the <br /> mailed meeting notice. After a staff presentation of the proposed project, time was spent <br /> answering residents questions and addressing their individual concerns. <br /> 2 <br />
