A massive root ball was observed in the sanitary sewer service to Silver Lake Barbers at 399 <br /> Silver Lake Road while televising. This service is shared with the laundromat to the north of the <br /> barber shop. The owner of the Barber Shop indicated the service needed to be cleaned every <br /> three years to avoid sewer back ups. It is proposed to replace as much of the service as <br /> necessary with P.V.C. pipe to eliminate the root problem. Replacing the service at this time <br /> reduces the chances of having to excavate the new street in the future. <br /> In addition, the sewer shall be separated with new sanitary services to be provided to each <br /> building. Per City Code, "A separate and independent sewer is required for every building <br /> except where the location of the sewer and the building to be connected reasonably requires <br /> otherwise. The City shall determine where separate and independent building sewers are not <br /> required. (Code 1966; Ord.No. 314, 2-13-73; Code of 1988; Code of 2001)". <br /> WATER SYSTEM IMPROVEMENTS <br /> There are two existing New Brighton watermains on Silver Lane. One is a 16-inch concrete <br /> watermain, the other an 8-inch C.I.P. (cast iron pipe). This area has soils that have a corrosive <br /> effect on the C.I.P. There have been several water main breaks on this street and the removal of <br /> the street surfacing as part of the reconstruction gives the City the opportunity to replace <br /> watermain. The 16-inch concrete watermain is north of the sidewalk and is not proposed to be <br /> replaced; however, the 8-inch C.I.P. watermain, which was installed in 1963, lies approximately <br /> under the north curb line is proposed to be replaced. It is proposed to be replaced with 8-inch <br /> P.V.C. watermain. Along with the new watermain, new water services and curb stops will be <br /> installed between the main and property line, and new valves and hydrants installed. The <br /> concrete curb and gutter on the north side will be removed and replaced in order to do the <br /> watermain replacement. See the Watermain Replacement Map on page 12. <br /> STORM SEWER IMPROVEMENTS <br /> The existing storm sewer system collects stormwater from both New Brighton and St. Anthony. <br /> The drainage area includes Silver Lane and as far north as County Road E and the Windsor <br /> Green Area, as well as St. Anthony on the south. This storm sewer reach is the overflow pipe for <br /> Silver Lake. See the Storm Sewer Map on page 13. <br /> The majority of the trunk storm sewer will not be replaced. The 21-inch portion of trunk sewer <br /> located on the west half of Silver Lane needs to be replaced per the televising and field <br /> verification. All manholes will be replaced or reconstructed. A number of catch basin leads will <br /> need to be added due to the existing poor drainage and to meet Mn/DOT spread/run-by design <br /> requirements. <br /> Staff met with the Rice Creek Watershed District on November 3, 2009 to discuss how to bring <br /> this project into compliance with the Districts' rules. The impact of Rice Creek Watershed <br /> District requirements are not known at this time but will be will be incorporated into plans and <br /> specifications and paid for from the New Brighton Storm Water Utility Fund and the City of St. <br /> Anthony. <br /> 4 <br />
