PROPOSED ESTIMATED ASSESSMENTS <br /> Street Assessments <br /> In accordance with the assessment policies of New Brighton's Comprehensive Street Plan for <br /> streets reconstructed to City standards with existing concrete curb and gutter, 25% of the street <br /> surfacing and concrete curb repair costs are special assessed against the benefiting properties in <br /> the project. <br /> For this project, the proposed assessment method is the front foot basis in which a property is <br /> assessed on the assessable frontage abutting the street improved. This method has historically <br /> been used when the lot sizes greatly vary from the typical 75-foot residential lot. Parcels such as <br /> the townhomes and condominiums on Silver Lane are comprised of many individual tax parcels. <br /> The assessable frontage of the common area is multiplied by the assessment rate per foot and <br /> then divided by the number of tax parcels to come up with a per unit assessment. The apartment <br /> complexes, on the other hand, are usually one tax parcel and receive a lump sum assessment. <br /> There is approximately 1,628 lineal feet of assessable frontage on Silver Lane and 16th Avenue <br /> SW. The assessable properties are shown in green on the Project Area Map on page 9. <br /> The estimated street assessment rate for proposed Project 10-3 is: <br /> $25.00 PER ASSESSABLE FRONT FOOT <br /> (Assessment rate calculations can be found in Appendix B) <br /> Sanitary Sewer Assessments <br /> The cost of the sanitary sewer repair and sewer lateral separation at 399 Silver Lake Road (the <br /> barber shop) and 375 Silver Lake Road (the Laundromat) is proposed to be paid from the <br /> Sanitary Sewer Improvement Fund and special assessments against the two benefitting <br /> properties. It has been the City's policy to assist property owners with extraordinary costs of <br /> service repairs when the repair is difficult or excessively expensive. In this case, there is a <br /> sidewalk and retaining wall at the location of the repair which will make it more expensive than <br /> normal. The proposed cost of this work is $9,800.00. It is proposed the costs to the property <br /> owners be capped at a total of$2,500.00 which is the cost of a typical sewer repair, and the City <br /> will pay the remainder which is estimated to be $7,300.00. <br /> The estimated sanitary sewer repair assessment rate for proposed Project 10-3 is: <br /> $1,250.00 PER LOT <br /> 6 <br />
