Council interviewed the second of two Planning Commission candidates and decided to <br />appoint Verne McPherson to the planning Commission. <br />2. Council reviewed and continued discussion on the FSC Roof. Staff provided updates on the <br />discussions with CTV and a library option. Staff reported that Tnspec was encouraging the City <br />to bid the roof project since the bidding environment was so competitive right now. Council <br />wanted to move forward with bidding the roof, but wanted to add a possible alternate bid. Staff <br />will be bringing this information back to Council. <br />3. Council met with representatives of Lockgridge Grindal Nauen. Lockgridge is a federal <br />lobbying group that the Council hired to secure federal dollars for additional work in the NWQ. <br />Council expressed their dissatisfaction with how Lockgridge updates the Council on City <br />interestes. Lockgridge committed to bettering their communications and tailoring them to the <br />Council's needs. <br />At the November 9, 2009 Worksession: <br />1. Council discussed 2010 utility rates and the 2010 operating budget and corresponding tax <br />levy. Council directed staff to come back with a variety of scenarios looking at a 0%, 1%, 1.5% <br />and a 2% levy. Council directed the manager to create a memo and send it out to Council for <br />Council feedback prior to the December 1, 2010 budget hearing. <br />Dean R.
