Jacobson, Director of Public Safety <br />CITY MANAGER'S APPROVAL: <br />No comments to supplement this report t Comments attached <br />Recommendation: <br />Approval of the Medical Direction Agreement with Allina Health Systems, the City of New <br />Brighton, the City of North St. Paul, the City of Roseville, the University of MN, and the City of <br />St. Anthony for providing medical direction for a SWAT Team Medic for the East Metro SWAT <br />Team. <br />Legislative History: <br />The City of New Brighton currently participates in a mutual aid agreement to provide for SWAT <br />'1"eam services via the East Metro SWAT Team. The City of New Brighton also currently has an <br />agreement with Allina Health Systems to provide medical direction for our first responders in the <br />Department of Public Safety. <br />Explanation: <br />The East Metro SWAT Team currently consists of personnel from the City of New Brighton, the <br />City of Roseville, the City of St. Anthony, the City of North St. Paul and the University of MN. <br />Many SWAT teams provide for the use and deployment of a trained medic. A medic who is <br />deployed with the SWAT Team can provide swift care for police personnel, civilians and <br />suspects who may become injured during a SWAT team deployment. The City of New Brighton <br />currently has a Firefighter, Captain Scott Elwell, who has volunteered to be assigned to the East <br />Metro SWAT team as their SWAT Team medic. Captain Elwell is a full time paramedic for <br />North Memorial and has training and experience as a SWAT Team medic. The agreement <br />provides for medical direction for Captain Elwell to perform this function for the East Metro <br />SWAT Team as part of his duties as a New Brighton Firefighter.
