Brian LaCroix presented the "Heart Safe Award"` and <br />congratulated the City on being the first community in the state of Minnesota to <br />receive the award. <br />2. Reading of Resolution honoring the 15th Anniversary of the Family <br />Service Center. Report No. 09-257. ; <br />2. Sandy Breuer highlighted some of the events scheduled <br />for the anniversary celebration. Parks, Recreation & Environmental Commission <br />Chairperson Frischman and Commissioner Samuelson were introduced. <br />3. Update and recommendation regarding Freedom Park Skate Park. <br />Report No. 09-258. <br />3. Update and <br />recommendation <br />City Manager Lotter reported about a year ago, a petition was brought to council to review <br />regarding Freedom Park <br />the existence of the Skate Park at Freedom Park. City departments worked together to <br />Skate Park. <br />Report No. 09-258. <br />address some undesirable behaviors associated with the Skate Park. Officer Trevor <br />Hamdorf acknowledged the assistance received from Volunteer in Public Safety volunteer <br />Ray Tandeski, along with two youth volunteers, Brannon Jordan and Tony Lyke. Officer <br />Hamdorf gave an overview of the progress made up to this point, and highlighted the <br />action to be taken going forward. Calls for service have decreased from 54 in 2008, to 23 <br />in 2009 (through November 1 st.) Councilmembers expressed their gratitude to those <br />4. Rccognition of EX <br />
