3 <br />individual property shall have their respective quarterly sewer charge determined by <br />winter quarter water usage. <br />4. a residential customer's water service is not metered by the City, the sewer consumption <br />es shall be based on a consumption rate of 22,000 gallons per quarter. For all other types <br />f customers, the fees shall be set at the City average for similar occupancy. <br />5. there is no winter quarter water usage for a residential customer, the quarterly sewer usage <br />es shall be the minimum sewer charge. <br />6. or a new residential account which did not exist at the time of the winter quarter, or in the <br />se of a change in ownership for a home which occurs after the winter quarter, the sewer <br />nsumption charges shall be set at 22,000 gallons per quarter. For all other types of new <br />counts, the fees shall be set at the actual quarterly water usage until the next winter quarter. <br />7. enever there is an unpaid, outstanding balance on a customer's account as of the next <br />siness day after the due date, a fee of ten percent (10%) shall be charged on the entire <br />paid, outstanding balance. <br />8. a charges for miscellaneous items, such as meters, repair work, and special services shall <br />equal to an amount which permits the City to recover the costs associated with the item. <br />9.hen actual usage is not obtainable from a water meter, a non-refundable fee of $25 per <br />:arter per meter shall be charged. <br />10.en actual usage is not obtained during the winter quarter, the sewer charge will be based <br />ron a consumption of 40,000 per quarter. <br />11.
