Johnson, Assistant to the City Manager CITY MANAGER'S APPROVAL: No comments to supplement this repor�ov Comments attached 10-006 VI -3 January 12, 2010 Recommendation: L--, Motion to designate Lillie Suburban Newspapers (Bulletin) as the legal newspaper of the City of New Brighton for 2010. Legislative History: None Financial Impact: None Explanation: As part of the Organizational Meeting each year, it is necessary to designate the legal newspaper for the City. The newspaper selected shall be used for all legal publications; however, this designation does not prohibit the use of other publications for press releases, ads, and legal wnotices if it is felt that the announcement should be published in more than one newspaper The distribution and readership of the Bulletin is considerably higher than the Sun Focus. Both papers are circulated throughout New Brighton at no cost to the residents. In addition, the Bulletin has typically provided more comprehensive and timely coverage of City events, issues, and meetings than the Sun Focus. The City of New Brighton is also required to comply with Minnesota State Statute 331 A.04 (subd. 2), which states "If there are one or more qualified newspapers, the known office of issue which are located within the political subdivision, one of them shall be designated". Since the Lillie Suburban Newsletters has an office located in New Brighton, the City is required by state law to designate the Bulletin as the official newspaper of the City.
