Basic Services for Design and Construction of Projects • Preliminary Design Phase • Final Design Phase • Bidding or Negotiating Phase • Construction Phase Special Services Special services required during the study, design, or construction phases of a project may include investigations, reports, and activities beyond the scope of the basic services. Examples of Special Services are: • Geotechnical engineering & testing. • Land surveys, establishment of boundaries and monuments, preparation of easement descriptions, and related computations and drawings. • Topographic surveys for design and construction. • Mill, shop, or laboratory inspections of the materials and equipment. • Resident engineering construction services. • Redesign to reflect changes requested by the client or necessitated by the client's acceptance of substitutions proposed by the contractor. • Assistance to the client as an expert witness. • Preparation of detailed applications and supporting documents for government grants or advances for public works projects. • Preparation of environmental documents. • Architectural or other interdisciplinary services. Attached are excerpts from ASCE Manual 45 that elaborate on Basic and Special Services. Also, I used the ASCE Cost Curves on pages 13 & 15 to determine if the proposed consulting fees are reasonable. From Page 15, based on a project cost of $774,722 and an average complexity project, the design fees should be approximately 6.5%. The estimated design fees are 7.1%.
