Consideration of Change Order 2 for City Project 09-6, Long Lake Park Trail <br />Connection to increase width of trail. Report No. 09-256. <br />Public Works Director Grant Wyffels explained according to the Minnesota Department <br />of Natural Resource guidelines for shared multiuse paved City and County trails, a 10 foot <br />minimum width trail is recommended. An 8 -foot minimum width for secondary or lower <br />volume trails is acceptable within local or county parks. The existing Ramsey County <br />Trail is a 10 -foot trail. The trails planned in the NWQ are 8 -foot wide trails except for <br />the sidewalk along Old Highway 8 which is a 9 -foot concrete trail. All other City trails <br />in New Brighton are at most 8 -foot wide. Funding for this project will come from a <br />Local Trail Connection Program Grant and the City's Park Dedication Fund. The Local <br />Trail Connection Program Grant is a 50150 "cash match" reimbursement grant. <br />Councilmember Phillips reported that even with the proposed Change Order No. 2A, the <br />costs are still within the grant funding amount, and would recommend going with a 12" <br />trail. Councilmember Bauman stated she was in favor of a 10" trail, and thought striping <br />the trail may cause confusion. Councilmember Burg asked if the Trails Committee has <br />had the opportunity to advise on the proposed trails. Director Wyffels responded that <br />both Brad Martens and Director Sandy Breuer are in agreement with a 10", non striped <br />trail. Director Wyffels suggested a 12" section underneath the bridge and through the <br />hairpin curves, with a transition to 10" where the paths combine. <br />Motion by Councilmember Phillips, seconded by Councilmember Burg to <br />approve Change Order 2 and direct staff to have a 12" trail through the hairpin <br />and up the hill as discussed, then reduce to the 10" trail without striping. <br />4 Ayes, 0 Nays — Motion Carried <br />3. Direct staff to prepare a resolution appointing Verne McPherson to the <br />Planning Commission. <br />City Manager Lotter reported Council has interviewed candidates over the past two <br />work sessions, council has recommended Mr. Verne McPherson to fill the vacancy <br />created by the resignation of Tom O'Keefe. <br />Motion by Councilmember Phillips, seconded by Councilmember Bauman to <br />approve the resolution as stated by the City Manager. <br />2.
