• <br />BIOGRAPHY OF TOM FOLEY <br />Tom Foley is President of the FOLEY LAW GROUP PLC a Minnesota based law firm <br />concentrating on Administrative Law, Indian Law, and Civil and Criminal Litigation; <br />Foley is also a founding member of the St. Paul, MN and Washington D.C. governmental <br />affairs practice of PACE/Minnesota LLC. He is also Vice President of LOWRY <br />STRATEGIES INC. a Washington based government affairs company. Foley has a <br />significant administrative and government practice in addition to his civil and criminal <br />litigation. After twenty-one years in law enforcement, Foley was appointed to the <br />National Indian Gaming Commission (1995-1998) for a three-year term as <br />Commissioner, Vice -Chairman, and Acting Chairman. His national law practice <br />emphasis is on gaming law. He represents tribes and gaming corporations on State and <br />Federal regulatory and administrative issues. Foley was selected to be in the 2005, 2006, <br />2007, 2008 and 2009 editions of The Best Lawyers in America in Gaming Law. He was <br />elected to the International Masters of Gaming Law Association, a worldwide <br />organization of prominent gaming attorneys devoted to the ongoing education and <br />communications within the gaming industry. He is also a member of the International <br />Association of Gaming Attorneys <br />A native of Minnesota, Foley has distinguished himself as a public servant of the state. <br />Foley formerly served as Director of the Washington, D.C. office of Governor Jesse <br />Ventura. In this capacity, he represented the State of Minnesota before the U.S. Senate, <br />the House of Representatives and federal agencies. Foley served as a Commissioner on <br />the Metropolitan Airports Commission (1999-2009) and was appointed by the Governor <br />to serve on the Governor's Commission on Congressional and Legislative Redistricting <br />(2000). He also served as Deputy Commissioner of the Minnesota Department of <br />Corrections (1976-1978) and as a Special Assistant Attorney General for the State of <br />Minnesota (1973-1976). <br />Foley served four terms as Ramsey County Attorney (1978-1995) in St. Paul. As <br />County Attorney, he was the chief prosecutor for this capitol jurisdiction. He was <br />responsible for implementing a number of innovative programs, including victim's rights <br />programs, and one of the first family violence specialized prosecution unit in the United <br />States. In 1991, he argued before the U.S. Supreme Court, representing the City of St. <br />Paul in R.A.V. vs. City of St. Paul, one of the first hate crime cases ever decided by the <br />Supreme Court. <br />
