• INTRODUCTION <br />On behalf of McDonald's USA LLC ("McDonald's"), Landform is pleased to submit this application for site <br />plan and special use permit approval to allow demolition and reconstruction of McDonald's restaurant at <br />729 Long Lake Road. The 1.39 -acre site is owned by McDonald's USA LLC. <br />SITE PLAN <br />Restaurants are a permitted use in the B-3 zoning, but do require approval of a site plan, subject to the <br />standards in Section B-010 of the Zoning Code. We have prepared a site plan that complies with all <br />ordinance standards for redevelopment of the McDonald's restaurant with drive-thru on this site. <br />The site plan shows compliance with all setback, parking and landscape requirements. The new site plan <br />will allow the drive -though lane to be separated from the parking area, which will improve access within <br />the site by minimizing conflicts. <br />New directional signage is proposed as shown on the plan, but the existing pylon signs will remain. The <br />new directional signs and building signage will comply with ordinance requirements. <br />• SPECIAL USE PERMIT <br />We are also requesting approval of a special use permit for a drive -though as allowed by Section 11-020 <br />(10) of the Zoning Code. The special use standards in Section B-130 note that the project must show <br />compliance with five standards. Our project meets these standards as noted below: <br />A. The drive-thru facility does not negatively impact traffic on public rights-of-way. <br />The drive-thru facility does not negatively impact traffic on public rights-of-way. The redevelopment of the <br />McDonald's restaurant will actually allow an opportunity to improve the drive-thru stacking by creating a <br />dedicated drive-thru lane that is separated from parking and other internal circulation. This double drive- <br />thru reduces wait times for customers and separate drive-thru lane reduces internal traffic conflicts, which <br />may have a positive impact on the public streets by eliminating vehicles from backing up in to the street. <br />B. A stacking lane shall be provided with a minimum of four spaces per lane in addition to the number of <br />required parking spaces. <br />The proposed drive-thru stacking lane exceeds this requirement. <br />C. The stacking lane shall be a minimum of twelve feet wide. <br />The primary drive-thru lane meets or exceeds the 12 -foot minimum width requirement. The secondary <br />ilane narrows to 10 -feet adjacent to the order window, but this lane is adjacent to a drive -aisle, which is <br />meets the purpose and intent of this ordinance.
