MINUTES <br />New Brighton Economic Development Commission <br />• Regular Meeting — February 2, 2010 <br />7:30 a.m. <br />Members/Liaisons Present: Gina Bauman, Dennis Flahave, Marie Hansen, Mike Murlowski, <br />Bob Smith, Terri Snell, Ruben Vasquez, D.L. Beach <br />Members/Liaisons Absent: Bob Benke and Mark Nelson <br />Staff Present: Dean Lotter, City Manager; Grant Fernelius, Community Development Director; <br />and Katie Bruno, Office Assistant. <br />Call to Order <br />Fernelius called the meeting to order at 7:30 a.m. <br />Approval of Minutes <br />Motion by Commissioner Vazquez, seconded by Murlowski to approve the January 5, 2010 <br />minutes. <br />5 ayes, 0 nays. <br />Motion Approved. <br />• rilel:llVli Vl l IlQll E V'1 Will 411U 1\Gl VllllllGLY0.41V14 VLL 1 V1 YIYII VIII \.1l Gll <br />Fernelius reported that council appointed Mark Nelson to serve as chairperson for the upcoming <br />year. The EDC Commission recommended Ruben Vazquez; however City code requires a <br />commissioner serve a minimum one year on the commission for consideration of appointment to <br />chairperson. Femelius reported Mark Nelson has conflicts on the first Tuesday of each month, <br />and suggested changing the regular meeting time to the third Tuesday of each month. <br />Motion by Hansen, second by Snell to elect Ruben Vasquez as the Chair Pro -Tem. <br />5 ayes, Quays. <br />Motion, Approved. <br />Council Report <br />Bauman reported that the Council recently held a work session; where the future of the lobbyist <br />working on a transportation bill, to obtain funding for a couple bridge projects within the City <br />was discussed. Council decided to continue for an additional six months with the lobbyist, at a <br />cost of $4,000 per month. <br />The next work session is scheduled for February 3`d, where council will have the opportunity to <br />bring issues of concern forward. Additionally the Council / Staff retreat is scheduled for <br />February 19`h and 20`h at the Shoreview Community Center. <br />Northwest Ouadrant Report <br />• Bonding Request for NW Refinery <br />Fernelius reported Rep. Kate Knuth introduced a bonding request on behalf of the City for <br />$2.5M to assist with clean-up on the former Northwest Refinery. The bill (HFXXXX) was <br />given a brief hearing before the House Higher Education and Workforce Development Finance <br />and Policy Division, which is part of the House Finance Committee. Both the Mayor and City <br />Manager testified on the proposal. It is unclear if the City's request will be included in the <br />
