Consideration of amended North Metro Mayor's Association Joint Powers Agreement. <br />Report No. 10-078. <br />City Manager Lotter reported this past year, the North Metro Mayor's Association (NMMA) <br />has begun the process of implementing a new Central Purchasing Program. The Central <br />Purchasing Program would allow member cities of the NMMA to purchase goods and <br />services collectively that are commonly used by each municipality on a regular basis. The <br />amended Joint Powers Agreement would permit the NNMA to establish the Central <br />Purchasing Program. Councilmember Bauman questioned if the fee to belong to the NMMA, <br />is offset by the savings associated with the joint buying agreement. Mark Uglem; the Mayor <br />of Champlain explained some of the possible benefits associated with the Joint Powers <br />Agreement, and membership in North Metro Mayors Association. Councilmember Bauman <br />requested clarification on the logistics of the program; how staff would go about ordering. <br />Mayor Uglem explained the process, reiterating there is no obligation to any City to purchase <br />through the program. Councilmember Phillips questioned if it is possible to save the <br />membership fee through the cooperative purchasing program. Mayor Uglem confirmed it is a <br />possibility. Councilmember Samuelson stated she was in support of both the Joint Powers <br />Agreement, and the NMMA membership. City Attorney LeFevere clarified the item for <br />consideration was to approve the amendment to the Joint Powers Agreement, not membership. <br />Motion by Councilmember Burg, seconded by Councilmember Phillips to approve the <br />amended North Metro Mayor's Association Joint Powers Agreement <br />5 Ayes, 0 Nays -Motion Carried <br />5. Abdallah Kadid requests approval of a Special Use Permit to permit operation <br />of a full service automotive detailing, minor repair, brokerage and sales <br />services business out of the existing building located at 833 3rd Street SW, <br />Suite #1. Report No. 10-079. <br />City Planner Janice Gundlach reported the applicant is requesting approval of a Special Use <br />Permit that would allow an automotive services use to exist at 833 3rd ST SW, Suite #l. <br />This site is located in an I-1, Light Industrial zoning district. The automotive services <br />use would include detailing, minor repair, brokerage and sales. The applicant has secured a <br />3,000 SF space that includes one overhead door and a total of twelve surface parking spaces <br />and eight enclosed parking spaces. The applicant proposes that all vehicles would be stored <br />overnight. Staff has found generally all findings are met and would recommend approval. <br />Motion by Councilmember Phillips, seconded by Councilmember Bauman to <br />Adopt the attached resolution approving the Special Use Permit, subject to the <br />following five conditions <br />• All vehicles being serviced and/or sold are parked indoors during <br />non -business hours. <br />• Unlicensed or inoperable vehicles cannot be stored on site. <br />4.
