I' ,.711f317MMI79 1=11 I <br />DATE: April 14,2010 <br />CASE: ZA2010-00I <br />SUDIECT: Zoning Code Amendment Updating the Floodplain Management <br />Ordinance & Adoptian afAmended Floodplain Maps <br />Aerracaer: City of New Brighton <br />RKQuF J; BACKGROUND <br />The City of New Brighton is requesting consideration of an updated mW amended Floodplain <br />Management Ordinm:ce (Chapter 10 of the Zoning Code), which includes enactment of revised <br />floodplain maps. Those updates are in response w a mandate by the Federal Emergency <br />Managemem Agency (FEMA) and are necessary to ensure New Brighton residents can continue <br />to participate in the National Flood bemance Program. New Brighton historically has adopted <br />the model endurance required by FEMA, aM has not included arty additional regulations. <br />Because very few structures exist within the floodplain in New Brighton, use of the regulations <br />has been extremely limited. <br />FEMA has been working with the Minnesota Department of Natural Resources (DNR) for <br />several years on conducting a Flood Insurance Study and revised Flood Insurance Rate Maps for <br />New B6gbam. Actually, all flood maps across the United Stste have been getting updated over <br />the course of five -plus years with more Flood -prone mess having priority. The process for New <br />Brighton begun in mid -2008. Since then, several international open houses have occurred as <br />well as statutorily required comment periods. At this point, the maps are considered final and <br />communities must enact revised floodplain ord"mauces referencing the revised maps prior to June <br />4, 2010. This model ordinance <br />enacts only the minimum standards necessary in order for New Brighton to participate in the <br />National Flood Insurance Program. New Brighton has not erected any regulations that art more <br />restrictive. Also, during the course of reviewing the model ordinance and the new FNMA <br />mandated language, it was discovered Ilei New Brighton's ordinance did not include some <br />updates that were required in 2004. Those edits are mainly the Zone A lakes information in <br />Saxon 10-060. <br />
