April 13,201 <br />3. Consideration of Bids and Award for Project 10-9, 7th Street Mill and Overlay. Report No. <br />10-099. Resolution No. 10-028 <br />Director of Public Works Grant Wyffels reported the apparent need of repairs on -/" Street NW from <br />Silver Lake Rd to 8' Ave NW. There were twelve bids received, the Engineer's estimate was $213,724, <br />the low bidder was Rum River Contracting Co, with a bid of $165,994.60. 7'h Street NW is a <br />Municipal State Aid Street and eligible for state aid funding. This project will be funded <br />from Municipal State Aid funds. <br />7th Street NW was reconstructed in 1994 and scheduled to be reconstructed in 2024, but we <br />can not wait that long to make repairs. This project includes a full 2 -inch mill and overlay _ <br />to extend the pavement life to approximately 2024. This project also includes the <br />installation of flashing crosswalk lights at the intersection of 7'" Street NW and 23d Avenue <br />NW at Highview Middle School. <br />If this project is approved, the approval for the installation of these crosswalk lights is the <br />subject of the next City Council business agenda item. <br />Motion by Councihnember Phillips, seconded by Councilmember Burg to acce£rt the bids <br />and adopt the attached resolution awarding a contract for City Project 10-9, 7' Street Mill <br />and Overlay to the lowest responsible bidder, Rum River Contracting Co., in the amount of <br />$165,994.60. <br />5 Ayes, 0 Nays -Motion Carried <br />' 4. Consideration ofRequest to install Flashing Crosswalk Lights at Higi view Middle School. <br />Report No. 10-100. <br />On March 23, 2010, the City Council referred the request of flashing crosswalk lights at the intersection <br />of 7`h Street NW and 23rd Avenue NW at Highview Middle School to the Public Safety Commission for <br />consideration. The Public Safety Commission recommended the item to the City Council. <br />Director Wyffels reported the City does not have any policies regarding flashing crosswalk lights and <br />there is very little guidance on flashing crosswalk lights. <br />Based on actual unit bid prices from City Project 10-9, 7t' Street Mill and Overlay, the cost for these lights <br />are $9,500. <br />Heather Timmons, Principal of Highview Middle School reported she is concerned about the safety of students. <br />Councilmember Phillips questioned if the painted crosswalk could beofa different color/grout, in order to be <br />more prominent Mayor Jacobsen wondered if students could get a false sense ofseauity. Director Wyffels <br />explained there are two types oflighted crosswalks; passive or active.
