• Public Safety Commission
March 31, 2010
Attending: Commissioner Kerns (Chair), Commissioner Allen, Commissioner
Bredenbeck, Commissioner Elwell, Commissioner Schumann,
Commissioner Woods, Council Representative Samuelson,
Director Jacobson, School Resource Officer Sypniewski, Public
Works Director Wyffels and Dave Matteson (Allina)
Citizens: Becky Kroll, Long Nguyen
Absent: Commissioner Tollefson
Ms. Becky Kroll introduced herself. She will be a new Public Safety Commissioner as of
April 1" so she is attending tonight's meeting to observe and meet everyone. She will be
unable to attend April's meeting due to a prior commitment.
Call to Order/Roll Call
Commissioner Kerns called the meeting to order at 6:30 pm and roll call was taken.
• February Meeting Minutes
The February meeting minutes were reviewed. Commissioner Bredenbeck motioned to
accept the minutes; Commissioner Woods seconded. Motion carried.
Public Hearing/Presentations
Public Works Director Grant Wyffels began by going over the information in his March
23`a Council report. He noted that on 7th Street NW, which is the road in front of
Highview Middle School, they will be doing a mill and overlay so it would make sense to
install crosswalk lights now when that project is being done.
School Resource Officer Ed Sypniewski reported receiving more complaints from parents
this year than previous years. He sees this as a problem and believes flashing crosswalk
signs will be helpful. He noted that speeds are always a problem due to the hill on 7h
Street NW.
Director Wyffels reviewed an example policy for Pedestrian Crossings which contained
warrants for mid -block crossings. He felt these warrants were met. He noted on page 12,
#4, this policy recommends flashing yellow lights that are activated by pedestrians.
0
