Johnson, Assistant to the Cita <br />CITY MANAGER'S APPROVAL: <br />No comments to suoolement this <br />Recommendation: <br />and the Citv of New <br />attached <br />City Council approval of the 2010-2011L161aster Labor Agreement between Law Enforcement <br />Labor Services Local (L.E.L.S) No. 113 (Police Officers) and the City of New Brighton. <br />Legislative History: <br />City staff and L.E.L.S. have been in contract negotiations for the past nine months and have <br />successfully negotiated a contract agreement pending City Council approval. On April 9th, both <br />parties were able to reach a tentative collective bargaining agreement. The following is an <br />overview of the City's proposed agreement between Law Enforcement Labor Services Local <br />(L.E.L.S) No. 113 (Police Officers) and the City of New Brighton. <br />Explanation: <br />Duration: <br />The City of New Brighton and L.E.L.S. No. 113 (Police Officers) have reached a tentative <br />agreement on a two year (2010-2011) labor agreement. This is a two-year contract that will <br />conclude on December 31, 2011. <br />Wages and Insurance: <br />The contract provides for a 0% cost of living adjustment (COLA) in 2010 and a 2% COLA <br />increase in 2011. In 2010, a 0% increase in salaries equates to an annual cost of $1,476,564 (this <br />figure includes personnel costs, SELF (Skills, Education, Longevity Framework Program) - <br />Education -Longevity, and additional compensation for officers that are assigned the detective <br />and school resource officer positions) for the City's eighteen police officers and three detectives. <br />The following is a breakdown of the projected personnel costs for 2010: <br />➢ Salaries=$1,367,309 per year (Including $2,733.50 for Police Officer Step Progression) <br />SELF -Longevity -or Education Incentive Compensation=$96,160 per year <br />➢ Additional Compensation for police officers assigned as a detective or school resource <br />officer=$13,095 per year <br />In 2011, both parties were agreeable to a 2% increase in salaries. City staff and representatives <br />of L.E.L.S. also negotiated a buyout of the SELF, Longevity, and Educational incentive <br />programs that are currently in the union contract beginning on January 1, 2011. In exchange for <br />eliminating the SELF, Longevity, and Education Incentive programs, the City proposed the <br />addition of a fourth year step to the compensation plan for 2011.
