EDC Meeting <br />May 18, 2010 <br />Page 2 <br />eR <br />At the April 27'h work session, the City Council directed staff to solicit public input on anew <br />name for the Northwest Quadrant. The Council was less than enthused about the concepts <br />Risdall Madeering Group (RMG) came up with and felt that more emphasis was needed on <br />place names that reflect the City's history. <br />The plan is to hold a naming contest in the next month Contestants can submit more than one <br />entry and the winner could receive a cash prize up to $250. The contest is open to anyone 18 <br />years of age or older. Employees, elected and appointed officials (and their immediate <br />handles) can participate, but are not eligible for the prize money. The deadline for submission <br />is Jane 15, 2010 at 4:30 p.m. Entry foam and contest rales are posted on the City's web site. <br />Nonhwest Refinery <br />The City and Ashland have been waiting for responses from MPCA on the draft compliance <br />agreement than was forwarded to the State earlier this your. According to MPCA officials the <br />document is at the Attorney General's (AG) office awaiting review. The City's wvirommnml <br />attorney bes contacted the AG's office and requested a response. The State will play a key rote <br />in trying to resolve the clean-up plan. We have communicated a sense of urgency to keep the <br />negotiations moving and not Blow the process to stall further, especially now that Ashland is <br />willing to accept some responsibility. <br />Federal punditne <br />Attached is an update from Andy Burmeister at Lockridge Grindal Neuer, which has been <br />assisting the City In pursuing fedemi fiords. The City hes made requests of I) $800,000 for a <br />new pedestrian bridge over the railroad tacks to Lang Lake Regional Park; 2) $2.4M for <br />reconstruction of the Old Highway 8 bridge over 1684; and 3) $LSM for additional dump <br />removal on Block E. Both of the transportation proposals were included in the House version <br />of the transportation meuNorization bill(SAFETYLU). The environmental clean-up has been <br />included on Sen. Klobuchar's list ofprojeet for funding under the FY2011 appropriations <br />process. <br />V. General Development Activity <br />The City Council recently approved or is considering several lend use applications that will <br />result in new construction or remodeling activity in the coming months: <br />McDonald's Restaurant <br />McDonald's USA, LLC received approval to re -build drew store at 729 Long Coke Road. The <br />project is expected to start this summer and also up to 13 weeks to complete. The existing <br />restaurant will be closed during convstmction. <br />
