City of New Brighton requests consideration of a Zoning Code amendment <br />mending Chapter 10 to reflect the Federal Emergency Management Agency's <br />updated floodplain regulations and revised maps. <br />The City of New Brighton is repassing coruidemfion of an updated and amended Floodplain <br />Management Coninmice (Chapter to of the Zoning Code), which includes ermctment of revised <br />floodplain maps. These updates are in response to a mandate by the Federal Emergency Management <br />Agency (FEMA) and are necessary to insure New Brighton residents can reminds to participate in the <br />National Flood Insurance Program. New Brighton historically has adopted the model ordinance rawest <br />by FEMA, and has not included any additional regulations. Because very few stcucmres exist within the <br />floodplain in New Brighton, use of the regulations has been extremely limited. <br />FEMA his been wicking with the Minnesota Department of Natural Resources (DNR) for several years <br />an conducting a Flood Insurance Study and revised Flood Insurance Raze Maps for New Brighton. <br />Actually, all flood maps across the United States have been geeing updated ova the course of five -plus <br />years with more flood -prone areas having priority. The process for New Brighton began in mid -2008. <br />Since than, several informational open houses have occurred as well as statutorily required comment <br />periods. Al this point, the maps use considered final and communities most enact revised floodplain <br />ordinanws referencing the revised maps prior to lune 4, 2010. If this deadline is not mel, New Brighton <br />will no longs be able to participate in the National Flood Insurance Program, meaning residents located <br />within floodplain mass will not be able to obtain flood insurance. 1978 and 2010 maps werecompared, <br />IiNe change was noted. The remmmrndmov is for the City Council to adopt the updated and amended <br />Floodplain Management Cwtirmnce reflecting updated Flood Insurance Bate Maps. <br />Commissioner McPherson asked if the criteria has changed, Ms. Cwdlach stated the criteria is based on <br />elevations primarily.
