EDC Meeting <br />June 15, 2010 <br />Page 2 <br />Old Hiehwav 8 Maintenance <br />Staff is meeting next week to develop a plan for addressing maintenance issues in the <br />Northwest Quadrant, especially with regard to Old Highway 8 and the interior streets on the <br />west side of the development. The original plan was to transfer responsibility to the developers <br />and end-users (i.e. offices, townhome associations, etc.) that will be part of the project. Given <br />that there has been little development, the City has been doing minimal maintenance along <br />these corridors, mostly because of a lack of in-house resources. The new goal will be to <br />identify all of the maintenance tasks and out -source to a private contractor what cannot be done <br />by the City. <br />Trio Solvent Delisting <br />The MPCA has finally de -listed the former Trio -Solvent site from the State's superfund <br />program. This regulatory effort removes one more barrier to future development on the west <br />side of the NWQ. The MPCA began enforcement actions against the previous owners in the <br />early 1980's after both soil and groundwater contamination was discovered. Alliant Tech <br />Systems became the responsible party and paid for groundwater remediation. Some of the soil <br />was cleaned up by the City in 2007 during the Tract 2 clean-up. <br />V. Other Topics <br />Railroad Wye <br />Staff continues to work with Canadian Pacific on the railroad wye project. The negotiations are <br />focused on two documents: 1) an easement from the CP to the City for the wye track and 2) a <br />construction agreement between the parties. Progress was made late last week and our hope is <br />to finalize these issues in the next couple of weeks. The goal is still try and complete the <br />project in 2010. <br />VI.
