QQ-007 <br /> <br />CITY OF NEW BRIGHTON <br />COUNTY OF RAMSEY <br />STATE OF MINNESOTA <br /> <br />A RESOLUTION APPROVING APPLICATION TO RAMSEY COUNTY FOR A COMMUNITY <br />DEVELOPMENT BLOCK GRANT TO PROVIDE FINANCIAL INCENTIVES TO MUL TI- <br />FAMILY PROPERTIES WHICH ACHIEVE CRIME-FREE HOUSING CERTIFICATION <br /> <br />WHEREAS the City of MoundsView and the City of New Brighton assist in the coordination of the <br />MoundsView-New Brighton Property Managers Coalition. One of the many functions <br />of this group includes the promotion of Crime-Free Multi-Housing Certification for <br />certain properties; and <br /> <br />WHEREAS properties receive Crime-Free Certification when they have completed three specific <br />phases including I )training, 2)crime prevention modifications to the buildings and <br />grounds, and 3)a block club or complex party; and <br /> <br />WHEREAS the second phase of the certification process often requires specific improvements to the <br />buildings and grounds, which are sometimes expensive and delays the property from <br />achieving Crime-Free Certification. The grant would be used to offset the financial <br />burden that is incurred during the second phase improvements; and <br /> <br />WHEREAS to-date only four properties have completed all three phases of Crime-Free Multi- <br />Housing Certification within the two cities, three of which are located in New Brighton; <br />and <br /> <br />WHEREAS it is intended that assistance be provided to property owners for the purposes of <br />achieving Crime-Free Certification without causing rent increases onto the low and <br />moderate income tenants of the properties as part of making the required improvements. <br /> <br />NOW, THEREFORE, BE IT RESOLVED, by the City Council of the City of New Brighton, <br />Minnesota, hereby approves application to Ramsey County for a Community Development Block Grant <br />to provide funds to multi-family properties for the purposes of offsetting infrastructure expenses incurred <br />in the process of achieving Crime-Free Multi-Housing Certification. <br /> <br />Adopted this 9th day of February. <br /> <br />,1999 <br /> <br />CITY OF NEW BRIGHTON <br /> <br />~ <br />. < ~" <br />Robert J.
