Page 2 <br />Feasibility Report 02-06 (2007) <br />May 17, 2007 <br />The following alternatives to improve the pond were discussed: <br />1. Bring more water into the pond and raise the normal water elevation. Bicentennial pond <br />has a very small tributary drainage area that does not sustain the pond very well. <br />Additional storm water could be diverted into the pond from the 3`d Street NW storm <br />sewer which conveys storm water from the Wexford Heights area to County Ditch #2 in <br />Hansen Park. Also the existing outlet pipe could be raised to retain more water in the <br />pond. With 3rd Street NW being reconstructed in 2002, the timing for the construction of <br />a diversion pipe is ideal and bringing more water into Bicentennial pond would be <br />environmentally beneficial. The residents were in favor of bringing more water into the <br />pond from the Yd Street NW storm sewer and raising the normal elevation by 6 inches. <br />We are proposing to include this work in the 2002 Street Rehabilitation project as storm <br />sewer system improvements. The cost for these improvements would be paid from the <br />Storm Water Utility Fund. <br />2. Additional dredging was discussed and deemed not feasible based on the high cost and <br />limited success of the first dredging project. It was also discussed that the residents may <br />be able to move some of the floating clumps to the island if the pond elevation is raised. <br />The clumps could possibly be anchored in place over the island until they root in <br />permanently. The residents will have to experiment and see if they can devise a method <br />of moving the floating clumps. <br />3. Hire a pond maintenance company to rid the pond of submerged weeds, algae, duckweed, <br />and some of the cattails. If the cattail growth on the floating clumps were killed the <br />clumps might fall apart and sink to produce more open water area. The residents express <br />support for creating a storm sewer improvement taxing district to pay for a pond <br />maintenance project. The storm sewer improvement taxing district would consist of the <br />14 properties that abut Bicentennial Pond. The pond maintenance project would be for <br />an initial 5 year period. <br />Alternatives 1 and 3 were both implemented and completed in 2002 with the possibility of <br />Alternative 3 to be repeated in five years. The remainder of this report addresses Alternative 3 <br />above, the setting up of a five year pond maintenance project. <br />PROPOSED POND MAINTENANCE PROJECT <br />Quotations were initially obtained from three pond maintenance companies back in 2002. The <br />lowest of the three was chosen, and their services will again be utilized in the pond maintenance <br />project for 2007. The quotation is for annual maintenance for a five year period for 2007 through <br />2011. This quotation is for full season maintenance for five years and will include treatment for <br />submerged weeds, duck week, algae and the cattail growth which is encroaching into the open <br />water area. This company carries liability, property damage, and workers compensation <br />insurance. The quotation is firm for the five year period, and is based on one annual payment. <br />The quotation from Midwest Aqua Care, Inc. appears to include the full range of services <br />required to meet your pond's needs.
