%EoWfI Report Number 10-163 yy�7 E Agenda Section VI -7 the city that wo` Council Meeting Date July 13, 2010 • REQUEST FOR COUNCIL CONSIDERATION ITEM DESCRIPTION: FEASIBILITY STUDY FOR PROJECT 10-15,7 TH STREET SIDEWALK BETWEEN 23RD AVENUE NW AND INCA LANE DEPARTMENT HEAD'S APPROVAL: CITY MANAGER'S APPROVAL: No comments to supplement this report 01V Comments attached Recommendation: To adopt the attached Citation accepting the feasibility study and calling for a Public Improvement Hearing on proposed City Project 10-15, 7d` Street Sidewalk between 23`d Avenue NW and Inca Lane. Legislative History: In March of 2010, the Highview Middle School Principal wrote a letter to the City to seek support for a flashing crosswalk light at 7th Street NW and 23`d Avenue NW. The Council received reports from Public Works and Public Safety and motioned to approve the following recommendations: 1. Order the installation of high visibility fluorescent yellow -green diamond grade crosswalk signage at Highview Middle and Bel Air Elementary School Zone Areas. 2. Order a feasibility study for a sidewalk improvement project from 23`d Avenue NW to Inca Lane along the south side of 7h Street NW. 3. As part of an incremental school safety zone improvement plan, install only a conduit across 7h Street • NW and monitor the crosswalks for improvement. If conditions are found to be unsatisfactory, order the installation of the flashing crosswalk lights as part of a future council action. Items 1 and 3 were addressed as part of City Project 10-9, 7th Street NW Mill and Overlay, and this report is in direct response to Item 2. On Thursday, July 1, 2010, an informational meeting was held with residents to be affected by this proposed project. Most residents present at the meeting were not in favor of a sidewalk project. However, most were in favor of the installation of a new crosswalk at Inca Lane. Information about this meeting is included in the feasibility study. Financial Impact: This project, if approved, would be funded from MSA funds. Explanation: The purpose of this item is for Council to accept the feasibility study prepared by staff and order a Public Improvement Hearing for the proposed City Project 10-15. A presentation of the feasibility study will be made at Public Improvement Hearing scheduled for July 27, 2010.
