%EoWfI Report Number 10-163 <br />yy�7 E Agenda Section VI -7 <br />the city that wo` Council Meeting Date July 13, 2010 <br />• REQUEST FOR COUNCIL CONSIDERATION <br />ITEM DESCRIPTION: FEASIBILITY STUDY FOR PROJECT 10-15,7 TH STREET SIDEWALK <br />BETWEEN 23RD AVENUE NW AND INCA LANE <br />DEPARTMENT HEAD'S APPROVAL: <br />CITY MANAGER'S APPROVAL: <br />No comments to supplement this report 01V Comments attached <br />Recommendation: To adopt the attached Citation accepting the feasibility study and calling for a Public <br />Improvement Hearing on proposed City Project 10-15, 7d` Street Sidewalk between 23`d Avenue NW and Inca <br />Lane. <br />Legislative History: In March of 2010, the Highview Middle School Principal wrote a letter to the City to seek <br />support for a flashing crosswalk light at 7th Street NW and 23`d Avenue NW. The Council received reports from <br />Public Works and Public Safety and motioned to approve the following recommendations: <br />1. Order the installation of high visibility fluorescent yellow -green diamond grade crosswalk signage at <br />Highview Middle and Bel Air Elementary School Zone Areas. <br />2. Order a feasibility study for a sidewalk improvement project from 23`d Avenue NW to Inca Lane along <br />the south side of 7h Street NW. <br />3. As part of an incremental school safety zone improvement plan, install only a conduit across 7h Street <br />• NW and monitor the crosswalks for improvement. If conditions are found to be unsatisfactory, order the <br />installation of the flashing crosswalk lights as part of a future council action. <br />Items 1 and 3 were addressed as part of City Project 10-9, 7th Street NW Mill and Overlay, and this report is in <br />direct response to Item 2. <br />On Thursday, July 1, 2010, an informational meeting was held with residents to be affected by this proposed <br />project. Most residents present at the meeting were not in favor of a sidewalk project. However, most were in <br />favor of the installation of a new crosswalk at Inca Lane. Information about this meeting is included in the <br />feasibility study. <br />Financial Impact: This project, if approved, would be funded from MSA funds. <br />Explanation: The purpose of this item is for Council to accept the feasibility study prepared by staff and order a <br />Public Improvement Hearing for the proposed City Project 10-15.
