Initial Response Action Plan (RAP) for East Side for DSU's mixed use development concept: <br />Nov. 2005. The MPCA approved this RAP, but had significant comments that led to negotiations <br />with MPCA in 2006. MPCA's concerns included, (among other things) 200 foot separation of <br />residential uses from the dump; an area -wide landfill gas collection system; more soil and <br />groundwater testing; request for a field -scale venting system test at Old Miller Dump, etc. <br />2. Meeting on April 11, 2006 with Council to discuss dump closure and development of eastside, <br />including consequences of MPCA's new requirements. <br />3. In 2007, portions of the eastern NW Quadrant were cleaned up and developed. The Mengelkoch <br />1950's dump was remediated with the City's EPA grant, Transoms was developed, the City <br />reconstructed Old Hwy 8 following cleanup of the western edge of Old Miller Dump, and <br />associated stormwater ponds were installed following cleanup of the eastern edge of Old Miller <br />Dump and cleanup of petroleum impacts at Anoka Coop. <br />4. An updated RAP was prepared for the remaining portions of the Eastern NWQ in Feb. 2008. <br />5. A worksession with City Council on March 25, 2008 discussed this updated RAP. <br />6. The MPCA approved the RAP on May 1, 2008 (re -approved with Petroleum Brownfields on May <br />15, 2008) <br />7. On May 28, 2008, the City Council ordered this project and approved the plans and <br />specifications, and on July 22, 2008, authorized the advertisement for bids. <br />8. Bids were opened on August 28, 2008 and the Council awarded a contract to the low bidder, Veit <br />and Company, Inc., on September 8, 2008. <br />9. On June 22, 2010, the City Council approved Final Payment, to Veit and Company, Inc., for <br />Project 07-5, Old Miller Dump Closure Plan. <br />Financial Impact: The cost to install 6 shall groundwater monitoring wells and 15 vapor monitoring wells is <br />estimated to cost $65,000. Additional costs will be incurred as a result of the future testing and monitoring. <br />These costs are outlined below: <br />Groundwater Monitoring Wells: Four rounds of samples will be collected over the next year from the 6 <br />groundwater monitoring wells. The estimated cost for groundwater sampling, analytical testing, and a report to <br />the MPCA is $35,000. <br />Gas Vapor Monitoring Wells: Over the next several years, periodic samples will be collected as determined by <br />MPCA monitoring requirements. The estimated cost for sampling, analytical testing, and reporting to the MPCA <br />is $15,000. <br />
