ECUMEN
1) Do you have any thoughts on the potential project scope, particularly the number of
units? Is It possible to prepare a -bum wad" sketch of how the buildings might layout?
Project scope will be determined by a current market analysis. We do not have a
recent market study for this location/community. The market study will dearly
determine Me product mix, services, and rerrts based on age and income qualified
older adults likely to move into a senior housing community. Securing a market study
is our recommendation for determining scope and feasibility. From there, it would be
very easy to create a schematic design for building layout and scale
2) To take advantage of flexibility of TIF legislation, the City would like to see a
development break ground by July 1, 2011. Could you meet this schedule? If the
answer is yea or no, please Outline a schedule of steps involving financial design and
planning applications and approvals.
It is possible to meet Me schedule; however, it is critical that the City order a Market
Study as soon as possible in order stay on track
5/12010Order Market Feasibili SWd _ '-
9/132o10 Markel Feasibili Stu Com feted
9/13201D Enter into n Predeveb men[ reemsat with Ecumen
9/20.2010-11/2212010 Predevelo mart- Determine Pro'ect Feaslbil'
12/12010-7/12010 I Development
7/12010 I Grounduremang
3) The City would like to gulde development and focus this abort On Blocks G and H,
which are located on the west side of Old Highway 8 (see attached map). Are these
blocks desirable W you or Would you consider the east side? Block F has been clean-
up W a residential standard, however building venting systems would be required as
Part Oft approved RAP. The Chy's environmental consultant (Barr Engtrcedng) has
Me RAP Implementation Reports available, If you're curious about the leen-up.
All three sites are desirable sites for developing senior housing. A completed market
study determining the total number of units for the planned development will help the
TEAM decide which site is most appropriate.
n ,.a'o empower nanoi
