Public Improvement Hearing to Consider Project 10-15, 7th St-cet Sidewalk Between 23rd <br />Avenue NW and Inca lane. Report No. 10-178. Resolution No. 10-047. <br />Craig Schlichting, Civil Engineer lI gave a brief history on the project. A neighborhood meeting was held on <br />Thursday, July 1, 2010, most residents present at the meeting were not in favor of a sidewalk project. <br />However, most were in favor of the installation' of a new crosswalk at Inca Lane. Residents expressed <br />concern with the current crosswalk located at 23d Ave NW and 7" Street NW, as it causes congestion <br />with busses and vehicle traffic. At the July 13, 2010, council meeting the City Council accepted the <br />Feasibility Study for Project 10-15 and set the Public Improvement Hearing for July 27, 2010. Photos <br />were displayed indicated present conditions as well as proposed improvements. City staff conducted an <br />analysis, on three different school days counting the number of students crossing 7`h street. <br />Construction options were explained between the sidewalk construction, or the installation of a crosswalk at hica Lane <br />on 7'' St NW. The crosswalk option is substantially less expensive; with an estimated cost of $4,830.00, as compared to <br />the sidewalk estimate of $22,295.00, MSA funds would be used for the project. Staffrecommendation is to approve the <br />crosswalk option. <br />Councilmember Phillips questioned ifit would be beneficial to relocate the crosswalk located at 23'd Ave? Mr. <br />Schlichhng suggested the tendency may be to continue to cross at 23", as then: is a school entrance there. <br />Councilmember Burg questioned why a crosswalk was recommended over a sidewalk? Schlichtingreplied acrosswalk <br />seems to be good solution for a couple ofreasons, including the 20 mph school zone, along with the fact that pedestrians <br />are crossing a two lane mad. Councilmember Barman likes the crosswalk option, and noted it may encourage kids to <br />cross at hica lane instead ofcrossing at random points. <br />Councilmember Samuelson suggested proceeding with the crosswalk, with the option to review at a future date to ensure <br />safety. Councilmember Burg suggested reviewing the pedestrian traffic in the winter. <br />Director Wyffels suggested the School Resource Officer at Highview Middle School work with the students to educate <br />them on the crosswalk procedures. <br />10 Paget of <br />Consent Agenda <br />1.
