Of <br />NM <br />BRKAHON <br />W city that works for you <br />Report Number <br />Agenda Section <br />Council Meeting Date <br />REQUEST FOR COUNCIL CONSIDERATION <br />ITEM DESCRIPTION: <br />Program Under the Metc000l <br />osolution Electing to Continue Participating in tl <br />Livable Communities Act, Calendar years 2011 <br />DEPARTMENT HEAD'S APPROVAL: Grant Femelius, <br />CITY MANAGER'S APPROVAL: <br />No comments to <br />attached <br />10-190 <br />VI -3 <br />August 24, 2010 <br />Local Housing Incentives Account <br />rough 2020. <br />Director <br />CWgTi <br />Recommendation: Adopt the attached Resolution, electing to continue participating in the Local <br />Housing Incentives Account Program under the Metropolitan Livable Communities Act and <br />acknowledging the City's fair share of the region's affordable and life cycle housing needs. <br />Legislative History: August 10, 2010: The City Council removed this item from the consent agenda <br />and directed staff to inquire if the City is able to withdraw from the program at any time. Staff did <br />correspond with the Met Council on this issue (see attached email) and have confirmed that the City can <br />withdraw its participation in the Local Housing Incentives Account Program at any time. <br />October 24, 1995: The City Council adopted Resolution 95-99 electing to participate in the Local <br />Housing Incentives Account Program under the Metropolitan Livable Communities Act, beginning in <br />calendar year 1996. <br />Financial Impact: As has been required since 1996, the City must spend or agree to spend or distribute <br />to the Local Housing Incentives Account the required Affordable and Life -Cycle Housing Opportunities <br />Amount (ALHOA) for each year the municipality participates in the Local Housing Incentives Account <br />Program. The City has received credit for its investments in the Northwest Quadrant to satisfy this <br />requirement. Last year the City's required ALHOA amount was $59,581, which was spent towards <br />clean-up in the Northwest Quadrant that will ultimately result in both affordable and life cycle housing <br />units. <br />Explanation: Since the Livable Communities Act (LCA) of 1996, the City has acknowledged its fair <br />share of needed affordable and life cycle housing units through participation in the LCA Local Housing <br />Incentives Account. The goals established in 1996 were valid through 2010. Should the City wish to <br />participate in calendar years 2010 through 2020, the Metropolitan Council has identified both affordable <br />and life cycle housing goal ranges. Those goal ranges are: A) affordable housing units of 89-137 units, <br />and B) life cycle housing units of 135-400 units. Participation in the LCA Local Housing Incentive <br />Account and acknowledgment of these housing goals, including a commitment to expend dollars to <br />achieve these goals, is on a voluntary basis. To make official the City's decision to continue <br />participation in the LCA, the Metropolitan Council is asking the City to adopt these new affordable and <br />life cycle housing goal ranges by passing a resolution (see attached). <br />City staff sought additional information from the Metropolitan Council regarding the city's commitment <br />to voluntarily continue to participate in the LCA Local Housing Incentive Account and whether the City <br />can withdraw participation at any time (see attached email exchanges). Essentially, if the City chooses <br />not to continue participation in the program the City will no longer be eligible to receive various grant <br />monies distributed by the Metropolitan Council or DEED. Since 1996, the City has received $3,082,250 <br />in LCA grants. <br />
