As we advise our City Council on this
issue, I'm anticipating a few questions. I'm wondering if you could assist?
1) The 1996 plan adopted by the City and sent to the Met Council identified
percentage benchmarks for affordable and life cycle housings. The 1996 plan also
mentioned 374 units of affordable housing. One of the documents you sent in your
letter indicated 393 units. Do you know how the 393 number was calculated?
1 was unable to find the 393 unit number. According to our records, New Brighton's
previous numerical goals were 197 Affordable Owner Units and 40 Affordable Rental
Units. Mr. Peterson's letter identifying the new goal ranges included a range of
affordable unit goals from 89 to 137 and for life -cycle units, a range of 135 to 400. The
upper end of the affordable goal range is New Brighton's fair share of the Region's
affordable housing unit need and the lower end is the amount that could be provided
with current funding levels. The life -cycle range starts with the fair share affordable
need number, 135 (rounded,) at the lower end of the range, and the high end is the
potential number of units permitted by the community's comprehensive plan update land
use guiding for medium, high, mixed use, redevelopment, TOD or similarly named
7/29/2010
