The minimum quarterly system fee shall be $6.20 for water and $4.20 for sewer. <br /> <br />3. Winter quarter water usage shall determine the consumption fees for sewer and the capital system fees for both <br />water and sewer. <br /> <br />4. The winter quarter shall be defined as the water used during: <br /> <br />District #1 . November, 2000 through January, 2001 <br />District #2. December, 2000 through February, 2001 <br />District #3 - January, 2001 through March, 2001 <br /> <br />5. If a residential customer's water service is not metered by the City, the winter quarter fees shall be based on <br />consumption of 20,000 gallons per quarter. For all other accounts, the fees shall be set at the average for similar <br />occupancy. <br /> <br />6. If no usage data is provided, the winter quarter fees shall be based on the actual readings available. <br />
