PROJECT 08-7, <br />SAFE ROUTES TO SCHOOL <br />DEPARTMENT HEAD'S APPROVAL: &ov <br />CITY MANAGER'S APPROVAL: <br />No comments to suimlement this report Comments attached <br />Recommendation: To approve contract pare payment 1 for City Project 8-7, Safe Routes to School (SRTS) in <br />the amount of $52,416.25 to Sunram Construction Inc. <br />Legislative History: <br />January 9, 2007: Council approval to seek (SRTS) Grant <br />October 9, 2007: Council accepted SRTS Grant <br />January 22, 2008: Council approval to enter into project contract with MnDOT <br />For Hansen .Park & Highview Middle School Traits <br />August 12, 2008: Council accepted feasibility report, conducted a public hearing, ordered the project, and <br />authorized advertisement for bids. <br />For Silver Lake Bridge, Sidewalk & Median Improvements <br />I* January 26, 2009: Council entered into Design Phase Engineering Services Agreement with WSB. <br />June 9, 2009: Council approved plans & specifications and advertisement for bids. <br />July 13, 2010: Council approval to enter into a contract with Sunram Construction Inc. for the <br />bridge and trail work. <br />Financial Impact: Please see attached payment breakdown for details. <br />Explanation: The SRTS project includes two separate projects 1) Hansen Park & Highview Middle School <br />Trails and 2) Silver Lake Bridge, Sidewalk & Median Improvements. For the purposes of bidding, reporting and <br />grant tracking, these projects were combined into a single bid package. <br />Staff held a preconstruction meeting August 23, and work began in early September on the Hansen Park Trail. <br />September weather created its own challenges, and the contractor was shut down several weeks based on a <br />saturated soil condition. The trail is scheduled to be paved October 15. Work on the bridge portion of the project <br />is scheduled to begin October 12, with both portions of the project being completed by the end of October. <br />The provisions of the contract with Sunram Construction, Inc. stipulate that the City makes a partial payment to <br />the contractor at lease once each month at regular intervals on the basis of the work performed during that <br />preceding month. This partial payment shall not exceed 95 percent of the value of the certified estimate. <br />Costs and Funding: This project will be funded from <br />Munic' 1 al State Aid funds, and Storm Sewer Capital funds. <br />Gra t M.
