Lotter, City Manager <br />CITY MANAGER'S APPROVAL: <br />No comments to supplement this report ?�'/�" Comments attached <br />Recommendation: <br />City staff is recommending City Council approval of the Federal Representation Services Agreement <br />with Lockridge Grindal Nauen as presented. <br />Legislative History: <br />February 2009: City Council approved a Federal Representation Services Agreement with <br />Lockridge Grindal Nauen for pursuit of federal funding in the Northwest Quadrant <br />That agreement spired on February 14, 2010. <br />4D February 2010: City Council approved a six month extension of the Federal Representation <br />Services Agreement with Lockridge Grindal Nauen for pursuit of federal funding in <br />the Northwest Quadrant The current agreement expires on October 14, 2010. <br />Financial Impact: <br />The proposed agreement is based on a flat -rate retainer fee of $4,000 per month. There is no <br />change in the rate structure from the previous agreement. <br />0 <br />Explanation: <br />The City has been working for the past eighteen months with the Minneapolis-based law firm of <br />Lockridge Grindal Nauen (LGN) on several federal funding requests. All of these requests have related to <br />funding needs in the Northwest Quadrant. LGN has assisted City staff in monitoring deadlines, completing <br />funding proposals, arranging meetings, tracking legislation and providing periodic updates on the status of our <br />efforts. <br />At the January 26�', 2010 work session, the City Council discussed the LGN contract and lobbying efforts for <br />FY2011. After a good discussion, staff -understood that the general direction was to continue working with <br />LGN for six or seven months and then re -assess the situation.
