Approved <br />Commissioner Danger questioned the logistics of the daily effect on the size of the pile if a rain should <br />occur. Mr. Murlowski explained they will be prepared with a poly cover, as well as logs to absorb <br />moisture. Commissioner Schiferl questioned if more than one compost hauler or lawn service companies <br />would have access to the site. Mr. Murkowski stated they would likely not restrict to one hauler. <br />Commissioner Alvey questioned if any projections on maximum amount or average amount of yard <br />waste may be at various times of the year have been made, as well as an analysis of the mix of the yard <br />waste. <br />Mr. Murlowski responded an estimnate of the amount may be 2 or 3 one hundred cubic yards trucks <br />daily. Carl Bakke representing Elk River Compost stated he would expect not to have more than one <br />load on the site at any given time, and has access to other haulers if needed to expedite the removal from <br />the site. Ms. Gundlach reported staff would work through the logistics of the maximum size of piles <br />remaining on the site, and that is something that staff would like to address at the October Planning <br />Commission meeting. Commissioner Zisla inquired if the noise study was done at Long Lake Park. Mr. <br />Murlowski responded that because there were no complaints received from Long Lake Park, the noise <br />study was not done there. Commissioner Zisla noted the park is an asset to New Brighton, and it is <br />important to address any negative impact. Commissioner Danger questioned if Applewood <br />Point is affected. City Planner Gundlach reported there is quite a distance, and no complaints have been <br />received from Applewood Point. Commissioner Zisla suggested addressing issues, even if not complaint <br />driven. Commissioner Zisla asked when the crushing procedure began. Mr. Murlowski responded it <br />began in the spring of 1992. <br />Roger Schilling, 1187 Mississippi St. reported the tailgate noise is loud, as well as the audible beeping <br />that occurs when the trucks reverse. Mr. Schilling expressed concern with the effect of the berm and the <br />evergreens, and requested a noise study be done on Mississippi St as well. <br />Gene Holter a resident on Mississippi St questioned the effect of the run off into Rice Creek, as there are <br />currently issues with Rice Creek filling with dirt and salt. <br />A resident on Rockstone Lane questioned the times of operation, and requested it be reasonable. <br />Sandra Holser, 1283 Mississippi St. expressed concern with the noise in the park setting. <br />Tim Collins, representing Wenk Associates explained the procedures for the noise study. The noise <br />study was done in the areas that thought to be the most vulnerable. The back up alarms were addressed, <br />the alarm is an OSHA requirement, and were included in the overall study. <br />Commissioner Danger questioned the frequency of the noise being measured. Mr Collins explained the <br />ears do not hear low frequencies as well as a high frequency sound. Mr. Collins reported that Minnesota <br />Noise rules limits operational hours to 7:00 am -10:00 pm. The applicant reported their operational hours <br />are typically 7:00 am -1:00 pm. <br />Mr. Schilling questioned if the trucks are meeting the minimum OSHA requirement. City Planner <br />Gundlach reported that the row of Evergreen trees should address the line of site concerns. <br />Commissioner Danger expressed concern with the time it may take for the trees to grow enough to <br />impede the line of site. Commissioner Schiferl questioned the width of the berm, and suggested a double <br />row of evergreens. Mr. McPherson questioned the L50 rating. Mr. Collins reported it is slightly above <br />the the average, and the proposed reduction of 56.5 would meet the state requirements. <br />Mr. Murlowski reported all trucks back up to dump. Commissioner Danger questioned if the trucks <br />could avoid backing up, Mr. Murlowski responded all could with the exception of the end dump trucks. <br />Commissioner Zisla questioned how many trucks would access the site daily. Mr. Murlowski responded <br />at real busy times anywhere form 100-150, average of 50 a day. <br />Chair Howard suggested highlighting the concerns that were discussed. Ms Gundlach reported the <br />following concerns <br />• The 40 x 40 concrete bunker requires a plan including a cover at night. <br />• Be sure the haulers are running under the MPCA rules. <br />
