Jacobson, Director of Public Safety <br />CITY MANAGER'S APPROVAL: <br />No comments to supplement this report Vim/ Comments attached <br />Recommendation: <br />Allow Director of Public Safety Bob Jacobson to formally and publicly recognize Sgt. Andy <br />Masterman for earning his Professional Certificate of Achievement from the MN Division of <br />Homeland Security and Emergency Management as a Certified Emergency Manager in the State <br />of MN. <br />Legislative History: <br />n/a <br />Financial Impact: <br />n/a <br />Explanation: <br />Sgt. Masterman has earned distinction as a Certified Emergency Manager in the State of <br />Minnesota. Sgt. Masterman earned this certification by completing 12 separate on line courses <br />through the Federal Emergency Management Administration, attending 7 professional <br />development courses, 6 professional development capstone workshops, and 5 classroom courses. <br />Topics were wide ranging covering incident command, continuity of operations, the National <br />Incident Management System, leadership courses, debris management, mass fatalities and even <br />donation management. These courses required nearly 250 hours of time to successfully <br />complete for certification. Sgt.
