Page 3 of 3 <br />Request for Authorization: Water System Controls Upgrade, Project 10-7 <br />October 26, 2010 <br />In addition, there are weaknesses in the current system that result from lack of redundancy of critical <br />communications functions. As a result, the water supply control system is vulnerable and becoming increasingly <br />obsolete and difficult to maintain. <br />The proposed project would upgrade critical components of the control system (e.g. CPUs of programmable <br />industrial controllers, software, communications hardware and connections) to use modern communications <br />protocols. These upgrades will permit more flexible configuration of the hardware and software to allow <br />redundant control points and eliminate current vulnerabilities. The project has been developed to upgrade rather <br />than replace as much of the current equipment as is possible. For example, rather than completely replacing the <br />programmable controllers (and therefore all of the associated input /output modules within them to which <br />instrumentation is connected), the existing controller frames and input/output modules will be retained, and only <br />the central processors and control software will be replaced. <br />The proposed project should provide an additional 5 to 7 years of useful service life to the system, and <br />significantly improve the ability of local service personnel to support the system and quickly restore operation <br />should failures or problems occur. The changes will also provide future flexibility for modifications and <br />replacements when necessary. <br />Costs and Funding: The cost for the project will be paid from the Army 20 year operation and maintenance fund <br />for that was established pursuant to the Litigation Settlement Agreement between the City and the Army. The <br />City will bear no cost sharing for the proposed work. The fund balance is sufficient to complete the proposed <br />project. <br />Grant M. Wyffels, <br />Director of Public Works <br />
