September 28, 2010 Page 3 of 4 <br />liquor store and three additional tenant spaces of 1,800 SF each. <br />The Planning Commission considered the request and held a public hearing on September 21, <br />2010. No testimony was given. The Planning Commission recommended approval subject to <br />'eight conditions. <br />Councilmember Phillips questioned how the electrical transformer will be serviced if access is not practical from <br />the applicant's property. Henry Estepban, the project engineer stated they are in the process ofrequesting an <br />easement from the adjacent landowner, if not, the building will be moved back four feet. <br />Councilmember Samuelson questioned if there has been any interested tenants. Mr. Estephan said nothing was <br />confirmed, however the owner has been marketing the site. <br />Motion by Councilmember Phillips, seconded by Councilmember Burg to adopt the attached <br />Resolution approving the Site Plan and Special Use Permit to allow redevelopment of 850 <br />County Road D West with a 12,175 SF multi -tenant commercial building, subject to eight <br />conditions; modifying condition number three as follows: <br />The applicant attains any necessary temporary construction easements from the adjacent <br />landowner in order to realize the less than 1' side yard building setback as proposed. If the <br />applicant is not able to obtain necessary easements, the building footprint may be pulled <br />back 4 feet farther off the lot line at this location as described by the applicant at the City <br />Council meeting on September 28, 2010, without appearing before the Planning <br />Commission and City Council for a Site Plan Amendment." <br />5 Ayes, 0 Nays, Motion Carried <br />Commission Liaison Reports, Announcements and Updates <br />Dean Lotter <br />City Manager Lotter reported the Ramsey County Board of Commissioners will be considering <br />the Library relocation at their October 12th meeting. <br />Gina Bauman <br />Councilmember Bauman reported the EDC met September 21St. The NWQ marketing efforts <br />were discussed, additionally there was discussion related to apartment development. Each <br />commissioner submitted their top three name choices from the NWQ renaming contest, this list <br />will be shared with the council at a future date. The Highway 96/Highway 10 grade separation <br />was discussed; Ramsey County is still reviewing the project. Councilmember Bauman <br />complimented the recent "Music of the Knight" event, hosted by Irondale High School. <br />David Phillips <br />Councilmember Phillips reported the Planning Commission considered two requests at their <br />meeting September 21 "; both were approved at tonight's meeting. The Planning Commission <br />will be reviewing the City's zoning code. <br />Mayor Jacobsen <br />'Mayor Jacobsen reported he has been working with some residents at Windsor Green with <br />environmental issues in one of the units.
