GMHC has worked closely with its partners to create loan programs that meet their goals <br />and reflect unique needs of the community. GMHC would be excited to provide New <br />Brighton with professional, energetic and individualized assistance in planning, <br />developing and carrying out its rehabilitation loan services. GMCH is available to serve <br />in this capacity immediately upon selection by the New Brighton City Council. <br />The NorthMetro HRC, located at 1170 Lepak Court, Shoreview would be responsible for <br />administration of the New Brighton Program. NorthMetro HRC is managed by Marie <br />Malrick, Program Administrator; Sue Schirmers is the program representative and the <br />construction manager is Paul Soenneker. The HRC staff work under the supervision of <br />GMHC's Program Director, Suzanne Snyder and is supported by the accounting <br />department, led by Finance Director Glenda Ware. All operations are overseen by <br />GMHC President, Carolyn E. Olson. <br />Since its inception in 2001 the HousingResource Center — NorthMetro has closed nearly <br />1,100 home improvement loans for a total investment exceeding $10 million. <br />A brief biography of the above staff is included later in the proposal. The role of each <br />HRC staff member is described in the Scope of Services. <br />Scope of Services <br />1. Work with New Brighton to develop its lending product(s). <br />Suzanne Snyder and the HRC staff have extensive experience designing housing <br />rehabilitation loan programs. Based on the specific goals and housing needs of New <br />Brighton, they will work with City staff to develop the program guidelines for City Council <br />approval, create the application package, including all necessary regulatory forms, <br />design monthly reports and work with the accounting department and servicing agent to <br />set up accounts. The cost of program development is included in the cost of loan <br />administration; there is no additional charge. <br />2. Receive calls from homeowners on behalf of New Brighton <br />GMHC prides itself on not having an automated phone menu. The phone is answered <br />by staff. Usually the first person on the phone and greeting walk-in traffic is the Program <br />Representative, who has extensive knowledge of all current program offerings. The <br />Program Representative screens homeowners to determine which of the programs best <br />suit their needs and provides the loan application(s). When appropriate, the Program <br />Representative will refer a homeowner to additional or alternate resources outside of <br />GMHC. In some cases the HRC will package more than one loan for the homeowner to <br />meet their total financing needs; on occasion, the package may be coordinated with <br />another lender. The goal is to always find the most beneficial programs available to the <br />borrower. <br />In addition to calling or stopping in at the Center, homeowners can visit GMHC's website <br />(currently being re -designed) at www._omhchousinct.or_o to research program offerings. <br />3 <br />
