ABRI(MON Report Number 10-253 <br />Agenda Section VI-7 <br />the city that works for you Council Meeting Date November 9, 2010 <br />REQUEST FOR COUNCIL CONSIDERATION <br />ITEM DESCRIPTION: Resolution approving a Grant Agreement with the Minnesota Department of <br />Employment and Economic Development (DEED) relating to sanitary sewer and storm water <br />in the Northwest <br />I DEPARTMENT HEAD'S APPROVAL: Grant Fernelius, Community Development Director <br />CITY MANAGER'S APPROVAL: <br />No comments to supplement this <br />15.99 Deadline: Not applicable <br />Comments attached <br />Recommendation: Adopt the attached Ite'solution, accepting the latest grant award of $581,502.70 and <br />authorizing the Mayor and City Manager to execute the appropriate documents. <br />Legislative History: May 2005: The City receives a $2.0 million allocation of state bond funds to <br />assist with the relocation of the east side MCES sanitary sewer interceptor. This request was related to <br />the former Medtronic redevelopment proposal. <br />May 2006: After deciding not to relocate the MCES sewer interceptor, the City sought and received <br />legislative approval to amend the scope of the eligible improvements. The Legislature then expanded <br />the list to include "sanitary sewer and storm water improvements in the Northwest Quadrant". <br />March 2007: The City entered into a grant agreement with DEED in conjunction with $568,904 worth <br />of eligible public improvements. The remaining funds would be tied to one or more subsequent grant <br />agreements. <br />October 2009: The City entered into a grant agreement with DEED in conjunction with $849,592.55 <br />worth of eligible public improvements. <br />Financial Impact: The attached grant agreement covers storm water and sanitary sewer improvements <br />made within the east side ring road, central pond, and pond to the south of the former Transoma <br />headquarters (now DSI and Shavlik). The reimbursement of $581,502.70 extinguishes the $2.0 million <br />grant. <br />Explanation: This grant allows the City to cover a substantial portion of storm water and sanitary <br />sewer improvements installed on the east side of Old Highway 8 NW within the Northwest Quadrant. <br />Specifically, the $581,502.70 final reimbursement covers roadway storm and sanitary sewer <br />improvements, pond storm sewer, and pond earthwork. <br />Costs and Funding: Not applicable <br />IMP, G? - <br />Janice Gundlach <br />;City Planner
