Request for special use permit and non -conforming use permit. <br />We are requesting a special use permit to add a drive-thru lane to the property located at <br />2200 Silver Lake Road. The property in question is the southern end cap of the strip <br />center located at the intersection of Silver Lake Road and Mississippi Street ( Mississippi <br />Square). The drive-thru would be in conjunction with the operation of a Dairy <br />Queen/Orange Julius located in the end cap unit. The addition of a drive-thru to this <br />location will not have a negative impact to any properties in the area or to the strip center <br />in which it is located. As part of the addition of the Dairy Queen/Orange Julius to the <br />center there will be many updates being made to the exterior of the strip center. These <br />updates will include parking lot striping, new fascia, new signage and some addition of <br />new landscaping to the rear of the strip center by the new menu board and in the five feet <br />of black top that will be removed in the rear of the center to remove the non -conformity at <br />the rear or west side of the center. The removal of the blacktop at the rear of the center is <br />scheduled to take place prior to the meeting in an effort to reduce the number of non - <br />conformities. We are also applying for a non -conforming use permit. The drive-thru <br />menu board will be at the far south side of the center which will mean that the only <br />locations that will be affected will be Mississippi Street traffic to the south, the car wash <br />to the west and a house located around 350 feet to the north and up an elevation of 15 <br />plus feet with many trees and bushes in between. All head lights from stacking cars will <br />face away from the home and the speaker should not even be audible from the house. <br />The location currently has a few non -conforming set backs and parking lane issues but we <br />are trying to reduce these and be in conformity where reasonably practical. <br />
