Citation to Accompany 2010 POLICE OFFICER OF THE YEAR AWARD To Detective Mitch Singer January 21, 2011 The New Brighton Department of Public Safety recognizes Detective Mitch Singer as the recipient of the POLICE OFFICER OF THE YEAR Award for 2010. Consideration for this award includes officers who have displayed excellence in the delivery of police services,outstanding community service,heroic actions,and devotion to duty and to the police department. Recipients should also exemplify the principals of our Mission Statement, "The New Brighton Department of Public Safety,in partnership with the community is dedicated to protect,serve and educate. We value and promote a respect for human dignity by ensuring a common goal of a safe community." Detective Singer served as the lead investigator on a number of significant incidents in New Brighton during 2010, including the death investigation of an infant from a methadone overdose,the Silver Lake Road bicyclist-vehicle crash,and the Wells Fargo bank robbery. Detective Singer's investigative fortitude and ability to work multi jurisdictional cases in cooperation with other law enforcement agencies resulted in the identification and successful charging of suspects in the robberies of the SuperAmerica gas station and Perkins restaurant;tracking a motor vehicle pursuit suspect all the way to the country of France;charging a Twin Cities serial burglar in an occupied residential burglary;and executing seven search warrants in connection with a December 2009 residential burglary. Detective Singer has also taken a keen interest in working long-term drug cases and undercover investigations. Following a traffic stop of a suspicious vehicle he witnessed leaving a known drug house,Detective Singer solicited enough information from the driver to draft and execute a search warrant of the residence. After conducting video surveillance of a bartender who was allegedly selling narcotics outside a licensed liquor establishment,Detective Singer eventually encountered the suspect engaged in illegal gambling activities. Detective Singer functions as a team player of the Criminal Investigation Section(CIS),supporting his coworkers in their investigation of such incidents as the shootings in the Oak Grove Mobile Home Community and the Silver Lake Apartments,and the ongoing work to curb prostitution activities in the community. More recently,Detective Singer has demonstrated his commitment to organizational teamwork by accepting the challenge to serve as Acting Sergeant of a night shift patrol team. Detective Singer also regularly participates in extra traffic enforcement efforts through the Safe&Sober and Ramsey County Traffic Safety Initiative(RCTSI)campaigns. For these and other actions,the New Brighton Department of Public Safety hereby awards Detective Mitch Singer the 2010 Police Officer of the Year Award this 21st day of January 2011.
