RESOLUTION NO. <br />11-029 <br />STATE OF MINNESOTA <br />COUNTY OF RAMSEY <br />CITY OF NEW BRIGHTON <br />MAKING FINDINGS OF FACT AND APPROVING A PRELIMINARY PLAT TO BE KNOWN AS <br />QUADRANT EAST. <br />s, an application has been made by the City of New Brighton to be considered for a <br />iary Plat for property generally located on the east side of Old Highway 8 NW, north of <br />west of I -35W, and south of 14th Street NW within the Northwest Quadrant <br />lopment Area, and <br />S, the procedural history of the application is as follows: <br />Preliminary Plat materials were received by E. G. Rud & Sons Inc. on behalf of the City <br />in December of 2010. <br />Public hearing notices for the Preliminary Plat were published in the Sun Focus on <br />February 3, 2011. <br />Public hearing notification was distributed to all property owners within 350' of the <br />subject property on February 4, 2011. <br />The Planning Commission, pursuant to published and mailed notices, held on a public <br />hearing on February 15, 2011. <br />The Planning Commission recommended Preliminary Plat approval to the City Council <br />on February 15, 2011. <br />The City Council considered the request on February 22, 2011. <br />S, the Planning Commission and City Council make the following Findings of Fact with <br />to the Preliminary Plat (PL201 1 -001): <br />The property is zoned NWQ, Northwest Quadrant. <br />The plat is to be known as NORTHWEST QUADRAND EAST. <br />The property is located Within in the Northwest Quadrant redevelopment area, <br />generally north of I-694, east of Old Highway 8 NW, south of 14`h Street NW, and <br />west of 135W. <br />The preliminary plat includes creation of four outlots, Outlot A — D, NORTHWEST <br />QUADRANT EAST, dedication of roadway to be known as Northwest Parkway, <br />and drainage and utility easements over regional ponding areas. <br />Section 26-33 of the City Code provides the following qualifications governing <br />approval of a preliminary plat: <br />A. The Planning Commission may return a conditional recommendation. The City <br />Council may require revisions as it deems necessary for the health, safety, <br />general welfare, order and convenience of the City. <br />B.
