Motion by Councilmember Burg, seconded by Councilmember Phillips to approve the Consent Agenda as amended. 5 Ayes, 0 Nays - Motion Carried Public Hearing 1. Public Improvement Hearing to Consider Project 10-10, Old Highway 8 NW Sidewalk. ReportNo. 11-035. Resolution No. 11-011. 'Councilmember Phillips suggested this item be tabled in order to allow an opportunity for the Parks, Recreation & Environmental Commission to review the item. Director of Public Works Grant Wyffels reported he has had conversations with Parks & Recreation Director Sandy Breuer, she agrees this project meets their expectations. Director Wyffels intends on being at the Parks, Recreation & Environmental Commission meeting February 2nd to discuss this and other trail projects. Councilmember Phillips expressed concern with going forward with the vote prior to the review of the Parks, Recreation & Environmental Commission. Motion by Councilmember Phillips, seconded by Councilmember Samuelson to open the public hearing, listen to staff presentation, and table the item until the February 8, 2011 meeting. 5 Ayes, 0 Nays -Motion Carried City Engineer Craig Schlichting reported in March of 2010, the City Council accepted the petition and authorized City staff to prepare a feasibility study for the installation of a concrete sidewalk on I' Avenue NW from 10 Street NW to Old Highway 8, and continuing north along the east side of Old Highway 8 to County Road 96. On November 15, 2010, an informational meeting was held with residents and businesses to be affected by this proposed project. At the November 23, 2010, council meeting the City Council accepted the Feasibility Study for Project 10-10 and set the Public Improvement Hearing for January 25, 2011. Notices of the Public Improvement Hearing were mailed to the property'owners to be affected by this proposed sidewalk construction project, and published in the local newspaper. A visual overview was presented, showing the proposed sidewalk. Total project costs are estimated at $170,000. Councilmember Bauman thanked staff for their work, and asked if there were specific concerns expressed by Director Breuer. Director Wyffels reported the only concern was the lack of a multi use trail on the original plan.
