Consideration of a Letter of Credit Agreement with The View at Long Lake, <br />LLC. ReportNo. 11-037. Resolution No. 11-012. <br />Director of Community Development Grant Fernelius reported the resolution defines terms of <br />the letter of credit, and reminded council this is separate from the development agreement. <br />Motion by Councilmember Phillips, seconded by Councilmember Samuelson to Fetter of Credit <br />Agreement with the View at Long Lake LLC. <br />1 5 Ayes, 0 Nays -Motion Carried <br />4. Finn Daniels Architects on behalf of The Stuart Company request approval of <br />a Preliminary & Final Plat, Preliminary & Final Planned Unit Development, <br />and Site Plan to allow construction of a 124 unit apartment building within the <br />Northwest Quadrant, 1300 Northwest Parkway. Report No. 11-038. <br />Resolution No. 11-013 and 11-014. <br />City Planner Janice Gundlach explained three items will be considered; a Plat, site Plan and <br />Planned Unit Development. The request is for a 4 story 124 unit multi family residential <br />building. Units range from $850 to $2200 monthly rents. It was explained that two lots <br />would be combined into one lot. The Site Plan Analysis and the Planned Unit Development <br />was reviewed, the landscape plan meets all requirements of the Northwest Quadrant Zoning <br />code. A PUD declaration will be required; this will govern the development of the site. <br />Computer generated photos of the project were displayed. The Planning Commission held a <br />Public Hearing on December 21, 2010. One verbal inquiry was received from the Ramsey <br />County Park Department, and they were satisfied with the response regarding building <br />height. <br />Councilmember Bauman questioned if the underground parking was one way traffic. City <br />Planner Gundlach explained there is adequate space for a double wide drive aisle. <br />Councilmember Bauman question if the HVAC units will generate notice for the residents. <br />City Planner Gundlach reported that will not be an issue. Councilmember Phillips stated he <br />is pleased with the project, and with the architect. <br />3.
