3. Approval of a Preliminary Plat impacting property on the east side of Old <br />Highway 8 NW within the Northwest Quadrant Redevelopment Area, creating <br />' outlots A - D, to be known NORTHWEST QUADRANT EAST. Report No. 11- <br />086. Resolution No. 11-029. <br />Motion by Councilmember PMNs, seconded by Councilmember Burg to adopt the attached <br />resolution, approving the Preliminary Plat, authorize City staff to proceed in preparation <br />of the Final Plat. <br />5 Ayes, 0 Nays, Motion Carried <br />4. Discussion related to Birthday Party room realignment at the FSC. <br />City Manger Dean Lotter reported there was a request to change the configuration of the <br />current birthday party rooms from the current cube design to a rectangular design. The City <br />would work with the County; financing would be loaned from the Community Reinvestment <br />Fund, if that is council's direction. <br />Mayor Jacobsen stated he would like to vote on the item at tonight's meeting to avoid any <br />delays with the project. <br />Councilmember Phillips reported he is in agreement of the changes with minor conditions. <br />He would like to limit construction costs to $250,000, plus soft costs, in addition to upgrading <br />the existing rooms. He would propose the county pay for the dividing wall. <br />Councilmember Samuelsson expressed concern with the costs, and would like to make <br />attempts to reduce the costs. City Manager Lotter reported staff has looked at some cost <br />savings measures. Ramsey County has made it clear they are unable to fund the <br />improvements. <br />Councilmember Bauman also stated she is not in favor of the project, due to the elevated <br />costs. <br />Councilmember Phillips stated he feels it is an opportunity to make an impactful connection <br />between the Community Center and library and would suggest council to direct himself to <br />work with City Manager Lotter to ensure the design meets expectations. Councilmember <br />Samuelson asked if the maximum could be $200,000. Councilmember Phillips responded <br />that the project would be difficult to construct at a cost less than $250,000. <br />Director of Parks and Recreation Sandy Breuer gave an overview, noting all four of the rooms <br />are used regularly. Councilmember Phillips asked Ms. Breuer if she would accept a room <br />with a permanent wall. Ms. Breuer responded if that were the case, she would want a <br />guarantee that funds would be made available to improve a room upstairs to use for rentals. <br />It was reported the library is no longer planning on an exterior entrance, and the only entrance <br />will be through the community center. <br />'Motion by Councilmember Phillips, seconded by Councilmember Burg to authorize City Manager <br />Dean Lotter with the assistance of councilmember Phillips to obtain changes requested for a <br />maximum cost of $250,000, all inclusive, possibly leaving the load bearing wall, and the <br />addition of sinks in all party rooms. <br />22, 2011 Page 8 of 10 <br />3.
