Idlly of <br /> NEW <br /> BREGHf1Cll <br /> the city that works fr.r you <br /> Memo <br /> Date: April 8, 2011 <br /> To: Manager Lotter <br /> Mayor Jacobsen <br /> Members of the Council <br /> From: Janice Gundlach, City Planner <br /> Subject: April 12, 2011 Work Session RE Clearwire Tower @ <br /> Freedom Park <br /> City staff has been working with Clearwire over the last several months to <br /> determine what options are available to resolve the tower issue at Freedom Park. <br /> As a bit of background, the City Council was advised at a work session on <br /> November 23, 2010 that the telecommunications tower built at Freedom Park <br /> was larger than was approved in the Special Use Permit. The actual discrepancy <br /> is that a 20.5" base plate set on a 3' concrete foundation was approved, but a 45" <br /> base plate set on a 7' concrete foundation was actually built. At that November <br /> 23, 2010 work session, the Council directed staff to advise Clearwire to build the <br /> tower that was approved. <br /> Since that time we have had two meetings with Clearwire staff and numerous <br /> email exchanges to determine what options are available with regard to the <br /> monopole at Freedom Park. In short, Clearwire has indicated they cannot build <br /> the 20.5" tower that was approved (even if the pole was a single user pole). <br /> Clearwire provided a written proposal outlining 4 options that exist (see <br /> attached). In summary those options are: <br /> 1. Paint the existing tower (example photo is attached). <br /> 2. Replace the current tower with a new smaller 39" diameter Valmont tower <br /> on the same foundation. This option would hold Clearwire's antennas, the <br /> ball field lights, and up to 2 additional carriers. <br /> 3. Replace the current tower with a new 30" diameter Valmont tower on the <br /> same foundation. This option would only accommodate Clearwire's <br /> antennas and the ball field lights. <br /> 4. Replace the current tower with a new 26.5" Valmont tower on the same <br /> foundation. This option would only accommodate Clearwire's antennas. <br /> Options 2 — 4 would require installation of a temporary tower so that service isn't <br /> interrupted while a new tower is being constructed.
