knowledge of the Northwest Quadrant is a plus. Ryan has some experience with corporate office
campuses(Target in Brooklyn Park), but somewhat less than Opus. One potential issue is whether
Ryan might re-engage in the TCAAP project, which they had tried to co-develop a few years ago.
Director Fernelius reported he was conflicted as both companies are top notch and impressive. Opus
may have more corporate office experience, while Ryan has a history with New Brighton.
Director Fernelius stated he will prepare a set of questions for the interviews.
Commissioner Benke asked how soon interviews may occur. Director Fernelius stated the sooner the
better as the agreements will take a couple months to complete, and ideally the City would like to see the
development begin summer 2011.
The commission discussed various interview scheduling options, Director Fernelius stated he will work
with the broker and developer firms to reach a consensus.
NWQ Rebranding
On March 1st the City Council discussed the list of names submitted for the NWQ Naming Contest.
After a lengthy discussion, the Council expressed the most amount of interest in Brighton Crossings,
and Brighton Exchange. Staff was directed to work with a graphic designer on several options for these
two concepts and report back. We are anticipating that mock-up designs will be ready some time week
and provide those designs at the EDC's April meeting.
Report from Council Liaison
Councilmember Bauman reported the Council annually reviews and appoints volunteers to
commissions. The council did express concern about the EDC and did talk about disbanding the EDC
commission due partially to excessive absences. Councilmember Bauman stated she voiced her
disagreement, and informed the other council members that the EDC has not been given clear direction
from the council. Currently Commissioners Benke and Flahave have reached their limit on terms.
There has not been a lot of interest from the community, and applicants are few. Councilmember
Bauman requested Commissioners Benke and Flahave consider remaining on the commission until a
replacement is found. Commissioner Flahave agreed to do so.
Councilmember Bauman also reported she personally would like to see more conversation between the
EDC members, understanding that the City Council needs to provide direction to the commission as
well. Councilmember Bauman has talked to the City Manager and expressed she feels the commission
is valuable, and asked the commissioners individually if they feel the commission serves a valuable
purpose.
Commissioner Flahave noted that the council has not always listened to the recommendations of the
EDC.
Commissioner Snell commented that she is new on the commission and spends more time listening, as
this is a learning process for her.
Commissioner Murlowski commented sometimes he wonders if the EDC is making a difference, and
would welcome direction from the Council.
Commissioner Smith described the EDC as beneficial, noting there hasn't been very much development
in the City to discuss.
Commissioner Hansen stated the newer volunteers will need time to be educated.
Councilmember Bauman clarified the attendance requirements, noting 30%absence would likely result
in removal. Commissioner Benke asked if excused and non-excused absences differ. Councilmember
Bauman stated she thought so, and would support that.
Commissioner Beach stated his original interest has been in developing the NWQ.
Commissioner Benke reported he supports the work of the commission, and noted the economy has had
an impact on development.
Commissioner Snell noted there has not been many decision making opportunities.
