Mr. Martens <br /> confirmed,although did note,there has not been a formal study completed. <br /> Commissioner Danger stated the current overflow parking lot is not utilized, partially because of access <br /> issues, and the parking lot project would address the access issue,providing a connecting artery from the <br /> main lot. Ms. Gundlach noted that the lease reads the parking will be reviewed"after 12 months." Two <br /> busy winter seasons will have passed before building would begin; this was another factor staff used to <br /> determine to build the parking lot improvements prior to the opening of the library. <br /> Commissioner Zisla suggested the planning commission make their recommendation based on staff <br /> observation. <br /> Commissioner Zisla also commented that the connectivity to the overflow lot is a great benefit. <br /> Ms. Gundlach stated that City Engineers have reviewed the entire site, and the proposed plan is the only <br /> option for parking. Commissioner Nichol-Matkaiti questioned how the Community Center hours <br /> compare with the library's. Mr. Martens noted the Community Center is open about 102 hours per week, <br /> and the library will likely be open about 35 hours per week. <br /> Vice Chair Schiferl asked for comments,there were none. <br /> Motion by Commissioner Danger, seconded by Commissioner Nichols-Matkaiti to close the Public <br /> Hearing. <br /> 5 Ayes,0 Nays,Motion Carried. <br /> The Public Hearing was closed at 8:45 p.m. <br /> Commissioner Schiferl suggested restricting the use of the Community Center in order to avoid parking <br /> congestion. Commissioner Zisla commented that would simply prove that a parking problem exists. <br /> Commissioner Nichols-Matkaiti commented that she would not want to see the library operating, and <br /> people unable to benefit, due to a lack of parking. <br /> Motion by Commissioner Danger, seconded by Commissioner Zisla to accept staff <br /> recommendation <br /> Commissioner Zisla commented that this is an exciting project, and is pleased to have a library in the <br /> city. <br /> 5 Ayes,0 Nays,Motion Carried. <br /> Acknowledgment of Years of Service for Commissioners Zisla&Schiferl <br /> City Planner Gundlach noted that Commissioner Norm Schiferl and Paul Zisla have reached their term limits, <br /> Ms. Gundlach expressed her gratitude to both the commissioners, noting Commissioner Schiferl has served 15 <br /> years,and Commissioner Zisla has served 21 years. <br /> 7 <br />
