Staff finds this criterion to be met. Sign placement elsewhere in the Main Street Village <br /> development are surrounding area will not be impacted by the proposed amendment to <br /> the sign plan. <br /> Additionally, in order for the Planning Commission to make a recommendation to the City <br /> Council regarding a Special Use Permit, it must be found that the following findings are met <br /> (staff responses in italics): <br /> 1. That the establishment, maintenance, or operations of the special use will not be <br /> detrimental to or endanger the public health, safety, morals, comfort or general welfare. <br /> The proposed increase in sign square footage should not create any negative impacts to <br /> the pubic. If the corner tenant was not taking up three tenant spaces and there were <br /> three individual tenants, there would be three individual signs. One slightly larger sign <br /> will likely have less impact than three smaller signs. <br /> 2. That the special use will not be injurious to the use and enjoyment of other property in <br /> the immediate vicinity for the purposes already permitted, nor substantially diminish and <br /> impair property values within the neighborhood. <br /> The proposed larger sign will not be any more injurious to the use and enjoyment of <br /> other property in the immediate vicinity nor further impair property values than three <br /> individual tenant signs would, which is allowed currently. <br /> 3. That the establishment of the special use will not impede the normal and orderly <br /> development and improvement of the surrounding property for uses permitted in the <br /> district. <br /> Staff finds this criterion to be met. Main Street Village and most of the surrounding area <br /> is nearly fully developed in accordance with Zoning District requirements. <br /> 4. That adequate utilities, access roads, drainage and/or necessary facilities have been or are <br /> being provided. <br /> Staff finds this criterion is not applicable as utilities, access roads, drainage and all other <br /> facilities will not be impacted with installation of a slightly larger sign. <br /> 5. That the special use shall in all other respects conform to the applicable regulations of the <br /> district in which it is located. <br /> It is of staffs opinion that this criterion is met. Main Street Village was developed as a <br /> Planned Unit Development and to staffs knowledge, all conditions of that PUD are <br /> being met. <br />
