Engineering staff met with the PREC commission on February 2, 2011, <br /> several options were presented. It was decided not to include 5th St at this time, as the trail would not <br /> connect anywhere. Three options for 8th St were presented to the commission. The PREC commission <br /> recommended a 6 foot wide sidewalk placed on the back of curb from Old Highway to 8th Avenue. <br /> Approval will need be obtained from Rice Creek Watershed District in order to improve the storm sewer <br /> system. About '/4 of the City's sanitary runs are televised and reviewed annually, currently several areas <br /> require repair. <br /> One of the concerns voiced at the Informational Meeting was the traffic flow on 9th Ave. It was <br /> suggested to convert that into two cul-de-sacs. 9th Ave is a MSAS route, if the cul-de-sac were installed <br /> that would result in a loss of funding. For this reason, as well as others, staff would not support the cul- <br /> de-sac option. <br /> Director of Public Works Grant Wyffels reported another concern mentioned was a traffic hazard at 11th <br /> Ave. and 8th St. 901 11th Ave NW is situated in a manner that restricts the line of sight from the east. <br /> The property is currently vacant,and the City has considered purchasing the property. <br /> The benefits of purchasing the property include: an improved site line, the ability to add a location for a <br /> pond,and realignment of the road. Staff supports purchasing the property at 901 11th Ave NW. <br /> Mr. Schlichting reported that the City is required to pass a resolution indicating "No Parking" when <br /> striping is not done. <br /> The total estimated project costs are $1,427,600. An assessment hearing will be held in the fall of 2012. <br /> Estimated assessment is$1474 per single family lot. <br /> Staff recommends the following: <br /> *Hold Public Improvement Hearing <br /> •Adopt Resolution <br /> —Ordering Project 11-1,2010 Street Reconstruction <br /> —Authorizing staff to prepare plans and specifications <br /> •Adopt Resolution restricting parking <br /> —North side 8th Street NW from 6th Ave to 1 1th Ave NW <br /> —East side of 9th Ave NW from 8th St to 10th St NW <br /> •Consider Purchase Agreement with 901-11th Avenue NW <br /> Councilmember Bauman stated she is in favor of the project,with the exception of <br /> "Consider Purchase Agreement with 901-11th Avenue NW." <br /> City Manager Lotter clarified the Council will be voting on the Public Hearing, then move onto to <br /> Council Business,and that is where Council can take action regarding the purchase of 901 11th Ave NW. <br /> Councilmember Phillips suggested moving the No Parking from the east side to the west side of 9th Ave <br /> NW. Councilmember Burg noted that was an excellent observation, and would support changing the <br /> resolution. Councilmember Burg reported the PREC commission questioned how the Safe Routes to <br /> School Trails through Hansen Park would tie into this project. Councilmember Burg reported the PREC <br /> commission asked why the trail does not connect from Hansen Park to the proposed improvement area. <br /> The comprehensive plan shows a stripped on road system,that can be used as a walking or biking lane. <br /> Councilmember Burg commented that she would support adding a sidewalk or trail, as there are many <br /> children living in the Garden View Apartments,who are walking to school. <br /> Councilmember Bauman asked what the additional cost would be of adding a sidewalk. <br /> Director Wyffels reported this is an MSA route, and would qualify for MSA funding. At the time the <br /> project was presented to the PREC commission the property at 901 11th Ave was not available, and there <br /> wasn't any room to include a sidewalk or trail at that time. Without purchasing the house, a sidewalk <br /> would not be possible. Preliminary costs for a sidewalk are estimated to be$100,000-$125,000; covered <br /> by MSA funds. <br /> Councilmember Bauman questioned how the MSA funds are reimbursed to the City. Director Wyffels <br /> reported the City has a fund to draw upon,and then are reimbursed. <br /> Councilmember Burg asked about additional traffic calming measures that may be used if the house is <br /> not removed? <br />
